- Description
- The 82d Contracting Squadron/LGCB at Sheppard Air Force Base, Texas, is seeking Architectural and Engineering (A/E) services for the design of Project VNVP # 065001, Architectural and Engineering Services, Preparation of Construction Bid Documents for Design/Build RFP for Repair and/or Replace Lake Texoma Marina, Lake Texoma Recreational Annex. The recreational annex is located approximately 120 miles east of Sheppard Air Force Base in Briar Creek Cove on Lake Texoma, Grayson County, Texas. A firm fixed price contract is contemplated and will be negotiated and awarded to the most highly qualified firm showing experience in commercial boat dock and marina design. The applicable NAICS is 541330 with a size standard of $4.5 million. The estimated construction cost range is between $500,000 and $1,000,000. No follow-on contract for the construction of the project shall be awarded to the firm that designed the project or its subsidiaries or affiliates. This project is to provide a 65% design and construction bid documents to be used to for a follow-on design/build construction project to repair and/or replace the marina at the Lake Texoma Recreational Annex. The 65% design submittal is due no later than 14 Nov 2010. Please see the attached Statement of Work and attachments for more information about the project. This acquisition is for A/E Services, and is procured in accordance with the Brooks Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. A/E firms meeting the requirements described in this announcement are invited to submit a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II. Three (3) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant to this boat dock and marina project. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of the most highly qualified firm shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed designers; (2) Specialized Experience and Technical Competence;(Marina Design) (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
