Description
The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing McConnell AFB Kansas announces the projected solicitation for the Repair Electrical Distribution Wichita Street Project Phase 1, PRQE 04-0066P1. This project will start at the base switching station through Pad Vault A6 just past Manhattan St. There will be two additional phases that will be solicited as options, PRQE 04-0066P2 & PRQE 04-0066P3. Phase 2 will consist of work from the Pad Vault A6 through PS A13 on Mulvane St. Phase 3 will continue through to existing pole A60. Drawings will be provided with the solicitation. Work consists of furnishing all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to demolish the existing overhead electrical distribution and lighting system plus install new street lights, manholes, and underground electrical utility lines along Wichita Street. We anticipate the solicitation will be a Request for Proposal (RFP), Performance Price Tradeoff (PPT) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 240 calendar days after receipt of Notice to Proceed for the first phase, and 60 additional days for each option period if awarded. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. If the award is to a large business, the large business will have to submit a subcontracting plan for approval. The magnitude of construction is between $5,000,000 and $10,000,000. The NAICS code for this requirement is 237130 with a size standard of $33.5M. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis, the release of the solicitation package, which should be on or about 28 June 2010, and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and the ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until the funds are available. The government reserves the right to cancel this solicitation/RFP either before or after the bid opening/RFP closing date. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). The ombudsman has no authority to render a decision that binds the agency.
