Description
Justification for other than full and open competition. The 10th Contracting Squadron, United States Air Force Academy (USAFA), Colorado, intends to award a sole source purchase order to Colorado Satellite Services for the following items: Quantity Item Description 12 EyasSAT EyasSAT Classroom Satellite, Rev C. Class A331 3 EyasSAT Flex EyasSAT Classroom Satellite with EyaFlex board, EyaNav Board. Class A331 3 EyasSAT EPS EyasSAT EPS board. Maintenance spares. Class A331 3 EyasSAT ADCS EyasSAT ADCS board. Maintenance spares. Class A331 2 EyasSAT/Comm EyasSAT Comm board. Maintenance spares. Class A331 1 EyasSAT Control Sat EyasSat optioned for Controls courses. Prototype. Classes A342/342/445 These items are required for use by Air Force Academy Department of Astronautics. The EyasSAT Classroom Satellite is a unique product; no other product with the same or comparable features and functions exists. It is essential to have EyasSAT since it enhances cadet learning in satellite design and control systems. It is a feeder to the FalconSAT systems design course, which enables cadets to build, research, and design satellites. This acquisition will be done in accordance with FAR 12 and 13 procedures. This reference document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-41, Effective 13 May 2010. The North American Industry Classification System Code (NAICS) is 334220 and the size standard is 750 employees. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any vendor that feels they have the ability to meet this requirement may submit information (5 pages or less) to support their claim. The government does not intend to pay for any information provided under this synopsis. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
