Electronic Security System Maintenance Statement of Work Electronic Security System Inventory List ELECTRONIC SECURITY SYSTEM MAINTENANCE SERVICE, RONALD REAGAN BUILDING, WASHINGTON, D.C. THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. A pre-solicitation notice will be published before any solicitation is issued. The purpose of this sources sought notice is for the Department of Homeland Security (DHS), Office of Procurement Operation (OPO), Federal Protective Service (FPS) Acquisition Division to ascertain knowledge of interested small, veteran-owned, service disabled veteran-owned, HUBZone, small disadvantage and woman-owned small business concerns that are capable of providing the electronic security system maintenance services described herein and who are classified under the NAICS code for this procurement. Based upon the response to this notice the government will determine if adequate competition exists to set this potential procurement aside for small business concerns. Information provided in response to this sources sought notice will assist the Government in determining potential acquisition strategy. DESCRIPTION OF THE PROPOSED WORK: FPS has a potential requirement for electronic security systems maintenance service designed to meet corrective and preventative maintenance needs at the Ronald Reagan Building (RRB) located at 1300 Pennsylvania Avenue, NW, Washington, D.C. The Government requires services that will offer a superior level of support through a team of responsive, highly skilled professionals. The service maintenance requirement includes a provision for on-site maintenance for RRB Electronic Security Systems (ESS) throughout the base building and in support of Customs and Border Protection (CBP) occupied space within the RRB. The Contractor will also be responsible for implementing and managing a service request response system for ESS maintenance requests. The maintenance personnel employed by the vendor shall be trained and certified in the use and operation of all ESS equipment located within the facility prior to conducting any work at this building. The Contractor shall have a service representative on site to perform corrective maintenance on a daily basis. NOTE: SEE ATTACHED STATEMENT OF WORK AND EQUIPMENT INVENTORY LISTING. The proposed contract will be a Firm Fixed Price, Indefinite Quantity type contract, with a base period consisting for 12 months with four 12 month options. The North American Industry Classification System (NAICS) Code for this work is 561621, Security Systems Services (except Locksmiths). The associated Small Business size standard is $12.5 Million Interested, qualified small business concerns must submit a capability statement to this office NLT 4:00 p.m., Friday, June 18, 2010, via e-mail to the attention of Desiree Blakey at desiree.blakey@dhs.gov. The capability statement shall not exceed ten (10) pages in length and shall include the following: 1. Vendor Name and Address 2. Phone and Fax No. 3. Website Address 4. Business Size and Type of Ownership (i.e., Small, Small Disadvantaged, Woman-Owned, Hub-zone, Veteran-Owned, Service Disabled Veteran-Owned, etc.) 5. Years in business 6. A statement that your firm is interested in the project listed herein 7. A copy of any small business CERTIFICATION LETTERS issued to your company by the Small Business Administration 8. Indicate that your firm is certified under the NAICS code listed above 9. Description of the client base, include all Federal Customers The capability Statement shall demonstrate relevant past performance under projects (currently being performed or performed within the past five years) that are of a similar or directly related scope, magnitude and complexity to that described herein. The Government will also consider the quality of the Vendor's relevant past performance. The Vendor shall submit three (3) projects for evaluation. For each submitted project, the Vendor shall include the name and telephone number of customer references to provide feedback. An evaluation of relevance will be done for the three projects submitted by the Vendor. The Vendor is therefore cautioned to submit only its three most relevant efforts. The Government will determine the relevance of past performance projects/contracts by analyzing the following and comparing it to the attached statement of work. "Scope" by considering the type of service provided (i.e. is the project/contract for electronic security systems maintenance service); "Magnitude" by considering various measures such as, but not limited to, any or all of the following: type of electronic security systems maintained, quantity of security systems maintained, personnel to support the effort, and total contract value; AND "Complexity" by considering various measures such as, but not limited to, any or all of the following: Emergency Call Back Response, Repair Response Time, On-Site Spare Parts Inventory, and Service Request Response System. Respondents to this sources sought notice will not be notified of any results derived from a review of the information provided. Responses to this sources sought notice will not be returned. Any information submitted by respondents to this sources sought notice is strictly voluntary. Respondents needing confidential treatment for any proprietary information furnished in response to this sources sought notice must mark the documentation accordingly. All information received by the Government in response to this sources sought notice that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. THIS IS NOT A REQUEST FOR PROPOSAL or A REQUEST FOR QUOTES AND NO SOLICITATION IS AVAILABLE AT THIS TIME. The Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. NOTE: If adequate interest from a qualified small business concern is not received as a result of this sources sought notice by the date specified above, any potential requirement will be procured on an unrestricted basis utilizing full and open competition. The estimated dollar value of electronic security system maintenance services including base year and all option periods is approximately $5,000,000.00
