- USS EMORY S. LAND (AS 39) Manpower Requirement. See attached solicitation. Military Sealift Fleet Support Command (MSFSC), San Diego, CA intends to award a firm fixed price purchase order for manpower requirement for the USS EMORY S. LAND (AS 39). The requirement is for a marine contractor in ship general services to provide a total of eighteen (18) personnel in numerous trades for a total of nine (9) days onboard the USS EMORY S. LAND (AS 39). The Period of Performance will be 22-30 JUNE 2010. This solicitation is issued under the provisions of Federal Acquisition Regulations (FAR) subpart 13.5.
