Description
USAMRAA/The National Bioforensic Analysis Center(NBFAC)has a requirement to obtain one Applied Biosystems 7500 FAST DX Instrument and accessories to perform validated molecular assays in accordance with the Laboratory Response Network (LRN) of the Centers for Disease Control (CDC). USAMRAA intends to procure a sole source requirement for the equipment from the following large business organization: Applied Biosystems, 850 Lincoln Center Drive, Foster City, CA 94404, as a one time equipment buy. This equipment cannot be provided by any other organization and as such it is in the best interest of the Government to obtain it from Applied Biosystems. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1). The FAR citation is 6.302-1 and the FAR citation title is only one responsible source and no other supplies or services will satisfy agency requirements. The Applied Biosystems 7500 FAST DX Instrument is the only instrument that the LRN supports and has validated to perform their molecular assays for the identification of unknown biothreat agents. The system includes the following:1)7500 Fast DX Instrument & Software Kit; 2)Notebook Computer; 3)Precision plate holder for tubes/strips; 4)User Manuals; 5)Installation by certified service engineer; 6)One year warranty for parts, labor, travel, and one service engineer visit at 6-month after installation. The Government intends to a acquire a commercial item using FAR Part 13. This notice of intent is not a request for quotations. No solicitation will be made available. Interested parties who believe they can meet this requirement may submit information regarding their capabilities and qualifications to perform this requirement in writing to: Amanda Smallwood, Contract Specialist via e-mail only at amanda.smallwood@us.army.mil no later than 1600 17 June 2010. Submission should be e-mailed as either a pdf or MS Word attachment. Submissions should be on company letterhead and include company's name, point of contact, address, phone number, fax number, DUNS number, and CAGE Code. Such capabilities will be evaluated solely for the purposes of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
