- J&A Solicitation Number: NFU00000115 Notice Type: Combined Synopsis/Solicitation SYNOPSIS: This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NFU00000166 and is a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-40. This acquisition is unrestricted. The NAICS code is 332994, Small Arms Manufacturing. The Government anticipates awarding one firm fixed price purchase order for this item. The following factors will be used to evaluate quotes and are listed in order of importance: (1) Technical Acceptability (2) Price Technical Acceptability Provide documentation that shows the products offered are the brand name and part numbers required. The brand name justification is attached as required by FAR 5.102(a)(6) and FAR 13.106-1(b). This acquisition is for 2875 each Sig Sauer P239 pistol magazines. Only factory original parts are authorized for use in Sig Sauer handguns. Third party parts may be of inferior manufacture or materials and would endanger the lives of ICE field agents should they fail in an emergency situation. Product warranties provided by Sig are only valid if their handguns are kept factory original with genuine Sig parts. A brand name justification is posted as an attachment to this public posting. Price The total price will be a determining factor after determination is made as to compliance to technical acceptability. The award will be issued using Simplified Acquisition Procedures in accordance with FAR Part 13. Vendors must include delivery times with their quote, FOB Destination. Delivery to: DHS ICE National Firearms and Tactical Training Unit (NFTTU) Attn: J. David Davis, 320 E. Chestnut Avenue, Altoona, Pa 16601 The Government desires delivery of all parts 90 days ARO, and anticipates awarding a purchase order for these items on or about early June, 2010. Inspection and Acceptance shall be at destination (supplies shall be delivered to the destination at the expense of the contractor). Faxed and e-mailed quotes will be accepted. Faxed quotes may be sent to the attention of Greg Horwitz at 214-905-5568 and e-mailed quotes may be sent to greg.horwitz@dhs.gov. Contractors are responsible for verifying receipt of their quotes. All responsible sources interested in responding to this RFQ must respond no later than 3:00 PM Central Standard Time on Wednesday, June 09, 2010. FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the contracting officer will make their full text available.
