- Request for Information (RFI) for the Joint Theater Level Simulation (JTLS) Support Program Description: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) vision is as follows: Acquisition and Contracting Center of Excellence providing Simulation, Training and Testing Capabilities for the Nations Security. The mission is to Provide Simulation, Training and Testing Capabilities for the Nations Security The PEO STRI Project Manager for Field Operations (PM Field OPS) is currently seeking vendors who are able to furnish PEOSTRIs Foreign Military Sales (FMS) Customers with a full range of Joint Theater Level Simulation (JTLS). JTLS technical support may also be required if needed to fulfill their Modeling & Simulation (M&S) requirements. Challenge: The United States Joint Forces Command (JFCOM) has an increasing demand for Joint Exercise and Training Operations at a Strategic and or Theatre level as Joint and Coalition forces become increasingly common and necessary to address international security, environmental and geographical issues. The Army (US Army PEO STRI) serves as the primary material provider of Joint Simulations technologies to address Joint and Coalition simulations requirements at the strategic and theatre level of operations in support of the US Combatant Commands (COCOMs) and our foreign counterparts as they increasingly support Joint, NATO and other Coalition and COCOM operations and exercises. The Army, as the primary material provider of simulations to JFCOM is looking for a joint, theatre level simulation model to address the growing needs of the Joint international community. 1. Provide Joint, Coalition and Multi-service interoperability with integrated ground, air, marine and Special Operations Forces functions. 2. Provide a primary training tool for the development and analysis of Joint, Combined and Coalition operations plans. 3. Provide or supports an after action review (AAR) capability that has an integrated AAR data capture and replay capability. 4. Provide modeling for Joint symmetric and asymmetric threats 5. Provide a Joint simulation model that trains Joint task force commanders and staffs in ground, air, maritime, Special Forces, intelligence and logistics 6. Provide a Joint C4I real world interface that supports NATO and Combatant Command (COCOM) messaging. 7. Provide for modeling of civilian and government agencies. 8. Support Joint, NATO and Coalition/Combined staff exercises and training. PEO STRI is searching for a simulation, training and support for that simulation that can support Joint exercise and training operations at a strategic and theatre level of operations that can support integrated operations and mutual support of all aspects of air, see and land operations in operations with our Allied counterparts. Responses: The purpose of this RFI is to identify vendors that can meet the challenges listed above. Candidate solutions will be evaluated for technical compliance with the challenges.
