Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, DISA website located at http://www.navsea.navy.mil/nswc/crane/working/contracting FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the DISA webpage can serve as alternatives if the FBO website is unavailable. NAVSURFWARCEN Crane Division has a requirement for repair of high voltage transformer/diode tray modules in accordance with Government Statement of Work, Type IV for use in ALQ-Q84 High Voltage Power Supply, NSN 6130-01-183-3927, Raytheon Part Number G254084-1V1; Raytheon Specification Number G254084 Rev. CW, Power Supply, High Voltage; Military Specifications and Standards; and Test Procedures. This is not a commercial procurement and contractors must be registered with the Central Contractor Registration database and must be certified under the Joint Certification Program (JCP) in order to receive the Test Procedures. The Statement of Work and Specification package not including the confidential portion of the package, will be posted to http://www.fbo.gov along with the solicitation. The confidential test procedures must be requested via http://www.fbo.gov. An indefinite-delivery, indefinite-quantity contract is envisioned over a five-year period for the Repair of the High Voltage Transformers. The contractor shall repair the SFM/DT module using the same techniques, parts and materials as used in the original production units. The Government will provide failed SFM/DTs to the contractor for repair as Government Furnished Material (GFM) and one (1) HVPS, working in ambient conditions, to assist in verifying the repair unit meeting the required specification requirements. Description for this procurement is as follows: CLIN 0001 - Certification Testing of Transformer/Diode Tray High Voltage Power Supply (HVPS)* IAW Statement of Work - Min 0, Max 6 Each CLIN 0002 - SFM/DT Module Repairs - Min: 5; Max: 300 (with quantity breakdowns) CLIN 0003 - Data IAW CDRL A001 - Repairable Item Inspection Report - Lot *The Government reserves the right to waive certification testing requirements for contractors who have successfully demonstrated compliance with specification requirements as defined in the Acceptance Test Procedures. This solicitation will utilize full and open competition after exclusion of sources IAW FAR 6.203 as a Set-Aside for Small Business procedures as a proposed firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contract for a period of five years. Inspection and Acceptance will be made at destination by a representative of the Government. Delivery shall be FOB destination, Naval Surface Warfare Center - Crane, Indiana. The solicitation will be available for download on or about 18 JUN 2010. Closing date will be on or about 19 JUL 2010. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of interested vendors to download the RFP and to submit offers to the POC at NSWC Crane to be considered in the format specified in the Solicitation. Furthermore, each interested vendor shall monitor the FBO, NECO and Crane websites for amendments that may be issued to this solicitation.
