Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to construct a commissary complete with a sales area, electronic checkout registers, receiving area, loading dock, meat and produce preparation areas, fixed equipment, cold and freezer storage, sustainability features, anti-terrorism features, and other supporting areas and features. Reclaim of cold air spill over from Commissary display cases will be used in conjunction with the A/C system. Construction will include refrigeration support system with automatic monitoring control systems, emergency building lighting and fire protection systems, interior communications, and mechanical space. Accessibility for persons with disabilities will be provided. Supporting facilities include all required utilities, communications and alarms, power, pavement, curb and gutter, sidewalks, storm drainage, landscaping, vehicle parking spaces for patrons and employees, sustainability features, anti-terrorism features, and other site improvements. The project will be constructed to satisfy current energy conservation policies. Comprehensive building and furnishings related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. The cost of construction will not exceed $18,000,000. The proposed construction duration is approximately 540 calendar days. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $33,500,000. Responses are requested with the following information, which shall not exceed a total of ten pages. 1. Offerors name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Bonding capability : Provide a letter from your bonding company to support current bonding capability of $17,000,000 for this single specific project. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Description of the contractor's, or subcontractors, past experience in supermarket refrigeration systems. The experience need not be with the prime contractor. The respondents need to demonstrate they have a partner or subcontractor, with a minimum of five supermarket projects over the past three years, to install the systems. Their experience needs to demonstrate that they have the knowledge and experience such that the design will provide for the reclaim of cold air spill over from Commissary display cases will be used in conjunction with the A/C system. 6. The respondent must demonstrate that he has design and construction experience with designing and installing comprehensive building interior designs for finishes and furnishings. 7. The respondent must demonstrate that he has design and construction experience with Sustainable Design and Development (SDD) and compliance with Energy Policy Act of 2005 (EPAct05) features. 8. Past performance/experience on projects of similar scope, describing no more than five (5) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors role, dollar value of contract, and name of the company, agency or government entity for which the work was performed, with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR E-MAIL. ALL RESPONSES MUST BE MAILED to: U.S. Army Engineer District Mobile, Attn: CT-C/Melinda H. Bramlett, P.O. Box 2288, Mobile, AL 36628. Submittals are due no later than 18 June 2010 Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
