Description
MARKET SURVEY SOURCES SOUGHT SYNOPSIS This is an 8A sources sought synopsis ONLY and is for information and planning purposes and does not commit the government to any contractual agreement. Requests for copies of a solicitation will not receive a response. The Chemical Materials Agency is issuing this sources sought announcement as part of a market survey for supporting the Center for Treaty Implementation and Compliance in hosting inspections of United States (US) Department of Defense (DoD) facilities declared under the Chemical Weapons Convention (CWC) and providing support under Article IX. The following CWC related links are provided as references: http://www.opcw.org/ http://www.cwc.gov/ http://dtirp.dtra.mil/TIC/treatyinfo/cwc.cfm http://dtirp.dtra.mil/ http://www.cma.army.mil/ Interested parties should have the following capabilities: 1.Familiarity with DoD Arms Control policy organizations and Defense Threat Reduction Agency On-Site Chemical organization, service compliance organizations, and Army implementation and compliance organizations 2.Knowledge of the CWC and the CWC DoD Planning Guidance as well as experience and expertise in developing CWC implementation and compliance plans. 3.Support deployment of one person to CWC declared site with twenty four (24) hours notice twelve (12) times per year. Support one deployment of eight (8) experienced personnel fully trained in Army challenge response methods to Continental United States (CONUS) or Outside Continental United States (OCONUS) site with Army equities with twenty four (24) hours notice. Ability to support, within a twelve (12) month period, a deployment of twelve (12) experienced personnel fully trained in Army challenge response methods to CONUS or OCONUS site with Army equities with twenty four (24) hours notice. Record, track actions, and prepare summary report upon completion. 4.Document issues based on observing discussions or compliance activities and prepare revised guidance for government review. 5.Provide staff versed in training, exercise design/ conduct/ evaluation suitable for CWC challenge, e.g. National Incident Management System. 6.Maintain, transport, set-up, use, and upgrade equipment used to support twelve (12) person augmentation of installation operations center to include four (4) computers, portable plotter, printer, stand-alone network in response to a challenge inspection of an Army installation or other service installation with Army equities. Interested parties should submit the following for consideration by 30 June 2010. 1.Company information to include name, address, Data Universal Numbering System (DUNS) number, point of contact, phone number, and email address and all teaming or partnering plans. 2.Summary of relevant experience (contracts) and contract value. 3.Description of capabilities, experience, and qualifications to perform this effort. 4.The response to the announcement should be no more than ten (10) pages in length. The sources sought announcement does not constitute an Invitation For Bids (IFB), a Request For Quote (RFQ), or a Request For Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately to award a contract. The US Government is in no way liable to pay for or reim burse companies or entities that respond to this announcement. All costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in this program is appreciated.
