Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. AATD anticipates award of a noncommercial program entitled, Fiber Optic Harness for Military Helicopter Applications Program. The program will design, fabricate, test and evaluate optical harnesses for use in rotorcraft applications. This effort will satisfy the Armys requirement for a Technology Risk Reduction Program that decreases weight, saves space and improves reliability on the platform. The Aviation Applied Technology Directorate (AATD) anticipates award of a noncommercial program entitled, Fiber Optic Harness for Military Helicopter Applications Program. The Armys overarching requirement is to replace an existing electrical harness on a current Army Aviation rotorcraft. The replacement of existing wiring harnesses and cable bundles without modification to line replaceable units (LRUs) or aircraft systems will enable an increase in bandwidth, increased immunity to Electromagnetic Interference (EMI) and potential weight and space savings. The ability of this technology to function properly in a relevant operational environment will be fully tested. This system could be applicable to components on several military aircraft. AATD anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm fixed price and cost plus fixed fee task orders on a sole source basis to Defense Photonics Group, Inc, (DPG) who is deemed to be the only responsible source fully capable of meeting this requirement. The acquisition builds upon previously completed contracted research and development as well as independent research and development conducted by DPG as the patent holder of Patent No. US 7,362,936 B2 Optical Harness Assembly and Method. On the basis of the available data, AATD deems that only DPG is capable of providing the fiber optic cables and connectors such that the Army can conduct testing within the required timeframe. AATD envisions functional compliance testing on optical cable harnesses for Army use incorporating the unique technology of the Optical Harness Assembly and Method. The maximum value of the contract will be $10 million. The contract minimum value of $450,000 will be met with award of the first task order. This requirement is to conduct a requirements analysis and trade study of critical components of a fiber optic harness and develop an in-line housing that can be used in place of a standard connector as well as a flexible I/O module that can be used with multiple signal types. This requirement is also to procure and enhance circuit design and finite element model analysis tools for the designing of fiber optic harnesses to include circuit design libraries and databases for future design implementations and to develop design documentation packages as well as program management and quality management documentation to support the development of a fiber optic harness. Accordingly, this acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(l), as implemented by FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements as market research has identified Defense Photonics Group, Inc as the only source for Fiber Optic Harness and Assembly cables and connectors and related services. The Government deems that substantial duplication of cost incurred under the previously conducted research cannot be recovered through competition. No other known source with the required technical maturity equivalent to that of DPGs fiber optic harness and assembly system exists to satisfy the Government requirement in the timeframe required. Alpha contract negotiations, appropriate for sole source requirements, will be limited to Defense Photonics Group, Inc., 111 Corporate Blvd, Ste A, South Plainfield, NJ 07080. The contract terms and requirements will be developed jointly between the Government and Defense Photonics Group, Inc, consistent with alpha contracting procedures. The overall period of performance for the IDIQ contract is five (5) years. The applicable North American Industrial Classification System (NAICS) code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing and the size standard is 1000 employees. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by this agency. Proposals/other information submitted in response to this notice are due no later than July 20, 2010, 1:00 p.m. EST.
