- VA-730-10-RI-0016 DESCRIPTION: The Department of Veterans Affairs Mid-Atlantic Consolidated Patient Account Center (MACPAC) located at 128 Bingham Road, Suite 500, Asheville, North Carolina intends to procure sole source with Executive Development Concepts, 809 West 181st Street, Suite 124, New York, New York for specialized training for approximately 50 personnel. NAICS code 611430 applies to this procurement. The contractor shall use fully interactive, three dimensional learning laboratory featuring the role-play opportunities inside actual Department of Veterans Affairs workplace confrontation scenarios. The contractor shall use the "Open Hand" communication technique, a five-element tool that dramatically alters negative energy in confrontation situations. Courses shall encompass all materials, labor, and presentation planner tools necessary to conduct front-line supervisor training with objective to close the presentation competency gap, strengthen presentation performance, and motivate teams to improve results. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This Notice of Intent is not a request for competitive quotations; however, interested parties who believe they can meet this requirement must supply information about their capabilities to the Contracting Officer no later than 2:00 p.m. EST, June 10, 2010. All information shall be furnished at no cost or obligation to the Government and can be sent via e-mail. This award will be made using simplified acquisition procedures. No solicitations will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
