- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this request is 70181-A-Q073 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 05-32) and Federal Acquisition Regulation (FAR). This procurement is a small business set-aside. The applicable NAICS classification code is 334290 and PSC code is 5820. SPECIFICATIONSThe U.S. Fish and Wildlife Service is requesting quotes for satellite radio telemetry tags to deploy on polar bears. LINE ITEMSPlease provide a detailed price schedule for the following items:Deliverables: Fifteen units of satellite radio tags and associated mounting hardware, as described below in the salient characteristics section, to be delivered to Eric Regehr at the USFWS (address above) no later than 01 August 2010. Salient characteristics:"Radio tags:oPTT transmitter required to send locations via system Argos. A VHF beacon is not required.oWet-dry sensor required.oSmall size and shape factor appropriate for mounting on a polar bear ear. Maximum dimensions are approximately 41x30x18 mm.oMaximum weight is approximately 33 g.oMust be encased in robust packaging (e.g., epoxy) to withstand stresses of animal behavior and the marine environment, which means waterproof, salt proof, and unbreakable. The antennae must be sufficiently durable to withstand icing.oBattery life must be sufficient for at least 200 transmission days using 4 hours of transmission per day at a 90 second repetition rate.oMust have a flexible, user-programmable transmission schedule."Hardware to mount the radio tags to the ears of polar bears:oMounting hardware base should consist of stainless steel platform bonded to the eartag. Footprint area of the platform on which the tag is attached must not exceed the size of the eartag. oA post with approximate diameter 0.5 cm and washer system are required to attach the tag through a hole in the bear's ear. Platform and washer surfaces that contact the bear must be rubberized to prevent cold dame to the bear. oMounting hardware should be as light as possible and must not exceed a weight of 25 grams. oMounting hardware must have undergrone previous field trials on polar bears.
