- This is a synopsis only. Tentative solicitation release date is June 25, 2010 with an approximate response date of July 26, 2010. The 319th Contracting Squadron at Grand Forks AFB, ND intends to issue FA4659-10-R-0033 a single firm fixed price solicitation for project JFSD 970334, Repair Electrical Lines - 400 Area. Contractor shall furnish all plant, labor, materials, supplies, and supervision necessary to perform the project in strict accordance with the Technical Specifications and Drawings. This project consists of removing power poles and overhead wiring including pole mounted transformers and electrical building services. Install new underground primaries, secondaries, sectionalizer cabinets, switches, and pad-mounted transformers. The magnitude of the project is between $1,000,000 and $5,000,000. The performance period will be one hundred eighty (180) days with a winter exclusion from 15 November to 15 April. The North American Industry Classification System code for this acquisition is 237130 with a size standard of $33.5M. This acquisition will be a HUBZone set-aside. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. No paper copies or CD-ROMS will be issued. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
