Description
RECOVERY: The USDA Forest Service, Cleveland National Forest (hereafter "the Government," "the Forest Service," or "the Angeles National Forest (NF)"), announces an opportunity for the Camp Colby Bridge Repairs construction project using funds from the 2009 American Recovery and Reinvestment Act (ARRA). This acquisition is being advertised as FULL AND OPEN COMPETITION and any resultant firm-fixed price contract award will be issued pursuant to FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program. In accordance with FAR Part 36.204(c), the estimated magnitude of construction is between $250,000 and $500,000. The estimated contract period of performance is 120 calendar days after the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 237310. The Small Business Administration size standard is $33.5 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The Request for Proposal (RFP) will be posted to the FedBizOpps website on or about June 8, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the project on time and on schedule. The scope of work includes replacing the existing bridge deck with a grated steel deck, repaint the bridge structure, and repair and replace miscellaneous hardware on the Camp Colby Bridge on the Angeles NF and includes minor clearing and grubbing, detour development, and approach road paving. The bridges cross water and the Government considers the bridges contain lead paint. The work will require remediation of the lead-based paint including containment and disposal using methods to prevent any of the paint from falling into the streams. The work will require contractor to have California QP1 and QP2 certifications. QP1 is certification of contractors who perform surface preparation and QP2 is for field removal of hazardous coatings. The project is located at the following general location: FS Road 3N24 approximately 1 mile south of its intersection with Upper Big Tujunga Road.
