- The Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS), formerly known as the Health Care Financing Administration, Acquisition and Grants Group, 7500 Security Blvd. C2-21-15, Central Building, Baltimore, MD, 21244-1850 will be issuing a Request for Proposal (RFP) to acquire services of multiple contractors to conduct general research, analysis, demonstration and survey activities relating to Medicare, Medicaid, the State Children's Health Insurance Program (SCHIP) issues related to uninsured populations, and other aspects of CMS program responsibilities. CMS is the Federal agency responsible for the operation and oversight of the Medicare program and the Federal. participation in the State-operated Medicaid and State Child Health Insurance Programs. This group of contracts will be referred to as the Small Business Expedited Research and Demonstration (SBRAD). The anticipated contract period of performance will consist of a base period of 5 five (years) with 5 (five) one-year option periods. The period of performance will not exceed ten (10) years. CMS anticipates awarding Multiple Indefinite Delivery Indefinite Quantity Task Order Contracts for (SBRAD). Pursuant to FAR 19.800, this acquisition is set aside for a competition limited to all responsible and eligible Small Business Administration (SBA) concerns. All other firms are deemed ineligible to submit offers. Offerors interested in responding may visit this web site to download the solicitation and any attachments. No telephone requests for the solicitation will be accepted. Notifications will not be sent to the offerors regarding the issuance of the solicitation nor any of its amendments. It is the offerors responsibility to check this website. The entire Statement of Work, requirements, evaluation factors, etc. will be addressed in the solicitation when issued. NOTE: To be eligible for award, the successful offeror must be registered in the Central Contractor Registration (CCR) (www.ccr.gov). THIS IS A PRESOLICITATION NOTICE. IT IS ANTICIPATED THAT A REQUEST FOR PROPOSAL WILL BE ISSUED ON OR ABOUT 15 DAYS AFTER THIS PRESOLICITATION NOTICE ISSUE DATE. NO QUESTIONS WILL BE RESPONSED TO DURING THIS PERIOD.
