Description
Purpose : The Air Force Medical Service Commodity Council (AFMSCC) is developing a strategic purchasing plan for the Air Force's next generation of clinical support service requirements that is efficient and effective. Goals of strategic sourcing are to leverage resources, define common specifications, reduce redundancy, streamline processes, and improve efficiencies with strategically placed contracts or ordering instruments. This request for information seeks industry comments on the future AFMSCC strategy for clinical services. This is a request for information (RFI) only; no contract will result from responses received on this RFI. This is not a Request for Proposal, an Invitation to Bid, or a Request for Quotation. Therefore, this RFI is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information provided in response to this RFI. Background : The AFMSCC currently administers and manages a Multiple Award Task Order (MATO), Indefinite Delivery Indefinite Quantity (IDIQ) Clinical Support Services (CSS) contract, which is a 10-year, $1.9 billion program. In an effort to begin strategy development and market research for the next strategic contract vehicle, the AFMSCC is seeking information from sources tha provide contracted health care personnel in Air Force military medical treatment facilities (MTFs) at geographically dispersed Air Force bases in the United States and its territories. The work supports healthcare services provided by Air Force military personnel, DoD civilian employees, and other contract staff. The work could also provide new capabilities at the MTFs when required. Under the current CSS program, the Air Force Medical Service (AFMS) contracts for professional health care personnel to treat patients inside MTFs and designated extensions of MTFs (i.e., health and wellness centers, geographically separated clinics). The AFMS requires numerous medically-related occupations. These include (but are not limited to): physicians, nurses, medical technicians, pharmacists, and dentists supporting inpatient and outpatient facilities and ancillary services as well as medical management services such as case management and utilization management. Clinical support services do not include consulting, advising or subject matter experts. The North American Industrial Classification (NAICS) code used for the original contracts is: 621111 (Office of Physicians) with a size standard of $9M. Requirement : The AFMSCC is initiating development of a new acquisition strategy. The number, scope and geographic coverage for contract personnel, as well as the type of contract and acquisition methodology has not been determined at this time. We are seeking large and small businesses as part of market research to ascertain the interest, capability, and capacity that industry can provide for anticipated clinical service requirements in the United States and its territories. In addition, information is being sought for alternative NAICS used by industry for similar services. This market research is intended to help determine future acquisition strategies and does not affect current contract vehicles at this time.
