Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Program (MIP) plans to procure the brand name PI 0100 Photon Imager High Sensitivity, Real-Time, Bioluminescence and Fluorescence, Pre-Clinical Small Animal In Vivo Imaging System with Biospace Laboratories; 6470 Freetown Road; Suite 200-101; Columbia, Maryland 21046. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 333314 and the business size standard is 500 employees. The Molecular Imaging Program is currently conducting research in designing, developing and testing newly targeted imaging agents for the detection and characterization of cancer. These imaging agents include specific MRI, PET, radionuclide, and optical probes. The proposed acquisition will be used for bioluminescence imaging of animals and their tumors for the pre-clinical development section of the laboratory. There are currently fluorescence imagers, but no bioluminescence imagers in the lab, which are required to view more sensitive images. The requested imager will validate that the exogenous probes developed in the MIP are co-localizing with transfected cells in the tumor which express bioluminescent enzymes, such as luciferase. In addition, the lab is testing a new type of nano-particle, bioluminescence-resonance energy transfer quantum dots, as a promising self-illuminating nano-particle for in vivo imaging that needs more sensitivity on the camera then what is currently in use in the laboratory. Salient Characteristics PI 0100 Photon Imager: • Intensified Charge Coupled Device (ICCD) camera with High Resolution, Peltier-Cooled and with Fi.4 Fixed Lens • ICCD camera capable of detecting single photons and recording the position, size and time of each event in list format • Detection System capable of acquiring data exceeding 50,000 photons/s/mm2 • Frame rate must provide a minimum 23ms/full frame with no binning • System must use an ICCD camera which provides settings other than priori including exposure and f-stop (used in most cooled CCD cameras) • ICCD camera must do real photon counting, so data can be stored as a list mode (position and timing of every photon detected) enabling to record kinetics for a period superior to 24 hours with reasonable file size • ICCD camera noise should be less than 100 counts per second for the entire image • The ICCD should have less than 50-100 noise events per second • Four View Module for Photon Imager-Hardware add-on giving simultaneously 4 views of the same animal, dorsal, ventral, left side, right side, for precise localization of signal and quantification • MacroLens Module for Photon Imager-Add-on for high speed resolution imaging, with the continuous selection of the magnification between extreme positions. The maximum field of view is 20 mm x 15 mm and offers a resolution of 20μm. The minimal field of view is 4 mm x 3 mm and offers a resolution of 4μm. Any intermediate position between the maximum and minimal field of view (FOV) can be used. Must be compatible with both fluorescence and bioluminescence • Continuous FOV from 8x6 cm (one mouse) to 24x18cm (five mice) • Anesthesia System with digital flow meter, O2 digital flow meter, TEC 3 Isoflurane Vaporizer with adapter for bottle key filler, Induction box, dual line (1 for induction, 1 for Photon Imager), scavenging system This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on June 21, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. All questions must be in writing and can be faxed (301) 402-4513 or emailed to Ashley Virts, Contract Specialist at virtsa@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov. No collect calls will be accepted. Please reference solicitation number NCI-100085-AV on all correspondences.
