Description
Title: C-130 Aircrew Training System (ATS) Fuselage Trainer (FuT) Conversion Contract Vehicle: Firm Fixed Price Brief Summary: PROGRAM DESCRIPTION: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Orlando, Florida has a requirement to develop thru conversion C-130 Fuselage Trainer to be used by the U.S. Air Force. The overall objectives of this C-130 Fuselage Trainer Conversion effort is to provide an additional permanent C-130 fuselage trainer at Little Rock AFB to meet the increasing demand of C-130 loadmaster training needs. BACKGROUND: The contractor shall effectively modify the U.S. Government Furnished C-130E aircraft at Little Rock AFB by removing the wings and tail section at the production breakpoint and providing normal aircraft functionality through the Instructor Operator Station (IOS) that loadmasters would normally have in a flight worthy, operational aircraft. The Fuselage Trainer (FuT) shall be integrated into the Air Forces C-130 Aircrew Training System (ATS). The contractor will be required to remove, drying, and disposing of wing fuel cell foam with U.S. Government direction The contractor shall perform all removal procedures of the equipment/components not required to meet the FuT Fidelity requirements as stated in the Performance Work Statement (PWS). The contractor shall provide the IOS to perform operations normally reserved for flight deck operations. All removal shall be in accordance with Air Force Technical Orders. The contractor shall provide Acceptance Test Procedures (ATP) and perform the Government Acceptance Test (GAT) as stated in the PWS to determine the FuT Ready for Training. The contractor shall be responsible for delivery of a Technical Data Package (TDP) as stated in the PWS. At the direction of the U.S. Government, the contractor shall also crate and ship aircraft wings and tail section that shall be removed during this fuselage modification. The contractor shall work with the U.S. Government to prepare the other equipment/components of the aircraft that shall be removed during this fuselage modification not being used for the FuT to be put back into the Air Force Supply System or shipped as required. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in this requirement. Only prime contractors who are interested in producing this deliverable should respond to this Sources Sought Notice and shall describe their qualifications in the following areas in three (3) pages or less: 1.Current and past experience on removing the wings,tail section, and other aircraft equipment/components 2.Current and past experience in providing modifications to aircraft and/or aircrew traininig devices that are the same or similar in scope and complexity. 3.Personnel experience/qualifications in support of the effort as described above. Please do not include resumes. ACQUISITION APPROACH: The U.S. Government anticipates a Firm Fixed Price (FFP) contract award. The U.S.Government intends to host an Industry Day on or about 14 June at Little Rock AFB, Little Rock, AR. The Period of Performance maximum for Schedule to Completion will be for approximately three (3) months from contract award. The U.S. Government will make the award determination basesd on the following evaluation criterias: Lowest Price, Technically Acceptable, and Schedule to Completion. The formal solicitation will be issued at a later date by a separate announcement. The North American Industrial Classification System (NAICS) code is 332313, which has a employee size standard of 500. QUANTITIES: The U.S. Government plans to purchase one C-130 Aircrew Training System (ATS) Fuselage Trainer (FuT). RESPONSES REQUESTED: Contractors desiring to be considered for this opportunity are requested to respond to this Sources Sought Notice by the closing date above. The U.S. Government intends to host an Industry Day on 14 June at Little Rock AFB, Little Rock AR. Interested contractors must register by 10 June 2010 closing date to the Contract POC below by e-mail providing the intended attendees Name, E-mail address, Phone Number, Drivers License number, state of issue, and date of birth. Once the list is compiled, attendees will be contacted with detailed location information (on Little Rock AFB) and a detailed agenda (including a briefing, viewing the existing FuTs, the aircraft to be modified, and a Q&A session). All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format..
