- REQUEST FOR PROPOSAL Fire Alarm Maintenance The South Bronx Job Corps Academy is a Federally Funded Vocational and Educational Training Program that services youth between the ages of 16 and 24 in a residential setting. The program operates year round with approximately 200 residential and 100 non-residential trainees. The program is operated by ResCare, Inc. for the United States Department of Labor. The South Bronx Job Corps Academy is soliciting Bids for Semi Annual Maintenance and Testing of the Fire Alarm System consisting of approximately 293 smoke detectors, 9 heat detectors 3 panels, 71 alarm 80 sprinklers and 53. All interested bidders need to submit a bid including specifications and a fully broken down cost proposal showing for each item listed. THE LAW The "Alarm Log Book, as states by the NYC Fire Department, is result of Notice of Promulgation of Rule. This notice is given pursuant to the authority vested in the commissioner of the New York City Fire Department by Section 27-4265 (i) of the New York City Administrative Code and in accordance with the New York City Charter, and with requirements of section 1043 of the New York city Charter in accordance with the requirements as stated in New York City Fire Department, Bureau of Fire Prevention F.P. Directive dated August 30, 1991 SCOPE OF WORK •· Preventive Maintenance •· 24 Hour emergency service •· 4 Hour emergency response •· Test of water flow switch- back flow requires backflow valve, hose and place to dispose of water i.e. drain, pails •· All smoke detectors to be cleaned calibrated and tested at location of its use •· All building systems to be tested including elevator recall •· Work hours to be performed at discretion of Safety Manager REQUIREMENTS •· Inventory •· New York state license •· New York City Certificate of Fitness to Maintain Smoke Detectors •· Programming experience with silent Knight addressable system •· Nicet certification minimum level 2 ( current) for technician performing work •· Must be in compliance with all Local, State and Federal Guidelines and Regulations •· Work to be accomplished in safe and efficient manner with minimal or no disruption or endangerment to trainees and / or staff. •· Must provide a copy of current licensure and insurance LENGTH OF AGREEMENT Contractor must provide scope of work and time frame in which work is to be completed. ACKNOWLEDGEMENT OF ACCEPTANCE •· Contractor must acknowledge by signature that they meet all Federal, State, Local and OSHA regulations and that all specifications terms and conditions set forth are acceptable. •· Bidders must submit their proposal in a sealed envelope by 5 p.m. close of business on Friday June 10, 2010 to the attention of Vivian Lopez, Purchasing Agent. The following documents Davis Bacon Act (40 U 27a Attachment B), Certification of Non-Segregated Facilities Pursuant to FAR 52.222-21 (Attachment C), Equal Opportunity and Affirmative Action Requirement Pursuant to FAR 52.222-26 and FAR 52.222-27, FAR 52.252-2, 52.204-1, 52.215-19, PRC 4121 and 4170 will be incorporated and made part of agreement.
