Description
This is a sources sought agency announcement to aide in identifying potential sources of supply to fullfill the following statement of need: The 56 Range Management Office (RMO)needs 50 Pop-up Field Targets and two automatic battery chargers to support training on the Barry M. Goldwater Range. Each Pop-up Field Target will provide a human torso-head silhouette with a base mechanism capable of lifting and lowering the silhouette to support live fire training. Lifting and lowering the silhouette must be accomplished in winds as high as 25 mph. The base mechanism will operate using 12VDC battery power and can be lifted and carried by a 2-person team. Control of the base mechanism will be accomplished via wireless signals using UHF or VHF frequencies at ranges up to 3 miles. A control unit, that is both portable and hand-held, will control up to 25 Pop-up Field Targets simultaneously. The control unit will provide the user a means to program each of the Pop-up Field Targets for different operating modes. These modes include: raise and lower on command, cycle through raised and lowered positions, drop the silhouette when hit, and drop when hit then lift again automatically. The silhouette will be capable of surviving hits by rounds as large as 50 caliber. Each battery charger will be capable of charging up to twelve (12), 12-volt Gel Cell batteries simultaneously. The charger will be capable of monitoring each battery's voltage and amperage, and will individually transition to trickle charging for each battery that attains a fully charged condition. The charger will also include a main power ON/OFF switch, a selector switch for 110 or 220-voltage, protection fuses, and a main power cable with a standard 110VAC wall plug. Each end of the charging cables will have a "Red" and "Black" alligator clamp for attaching to battery terminals.
