- NASA/GRC has a requirement for 50 each Melt infiltrated SiC/SiC composite platesand machining of those plates into 50 test coupons.NASA/GRC intends to purchase the items from GE Energy Ceramic Composite Products. Thestatutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), Only one responsible source and no other supplies or services will satisfyagency requirements. GE Energy Ceramic Composite Products developed materials propertiesof the ceramic matrix composites, which are heavily processing and fabrication dependent.It is in NASA's best interest to compare the material with that of previously suppliedmaterials to determine optimal performance. Further, GE Energy Ceramic Composite Productsdeveloped the patented and proprietary processing methods for the processing andfabrication techniques. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 21, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
