- The Aviation Applied Technology Directorate (AATD) anticipates award of a non-commercial, simplified acquisition for support of a demonstration and technical assessment of a laser rangefinder / crosswind velocimeter system integrated and employed on the Precision Weapons Platform developed under the Autonomous Rotorcraft Sniper System (ARSS) program. The purchase order will procure program management services, integration and test support for a demonstration in the last quarter of FY 10 (July-September 2010)/first quarter of FY 11 (September-October 2010). The Contractor will furnish the laser rangefinder/crosswind velocimeter, control software and associated unique equipment. AATD will perform integration with Contractor support and conduct the demonstration and technical assessment. Demonstrations will be conducted at Fort Eustis, VA, Redstone Arsenal, AL, or another suitable Government range facility on a tower mounted ARSS system. The Government, pursuant to FAR 6.302(a)(1), intends to enter into a purchase order with Lockheed Martin Corp., 1210 Massillon Road, Akron, OH 44315-0001, for the Advanced Sighting System. The Government does not possess specifications or drawings to permit full and open competition. AATD has determined that information generated in performance of this effort is subject to export controls imposed by the International Traffic in Arms Regulations. A certified copy of DD Form 2345, Military Critical Technical Data Agreement must be submitted with any written request. Only qualified U.S. sources may participate as prime contractors. The North American Industry Classification System (NAICS) code applicable to the procurement is 541712. The anticipated award date for actions resulting from this synopsis is June 30, 2010. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
