Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is D-10-SD-0093 and is being issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS) Code is 713990. The Drug Enforcement Administration intends to issue a firm fixed-price contract, in accordance with FAR Part 12, on a sole source basis to the County of San Diego Sheriff Department. A justification is on file. The proposed contract period is base year July 1, 2010 - June 30, 2011, and four (4) twelve month option periods. The Drug Enforcement Administration San Diego Field Division (SDFD) has a requirement for a geographically local Law Enforcement Firearms Range in San Diego, CA to conduct semi-annual and quarterly weapons qualifications for Agents and Task Force Officers (TFO). Additional training for entry, combat, and night fire shall be available at the same location. The range shall be located in San Diego, CA. The range shall be able to support no less than 100 training days per year for the SDFD while providing a location that does not compromise the security of the agents and TFO's. The range shall be capable of handling the type of training, number of agents, parking, and meet all DEA health and safety requirements. SDFD has approximately 300 Agents and TFO's that need to be qualified semi-annually for their handguns, and quarterly for their carbines. The SDFD requires the use of approximately 20 range dates per quarter for qualifications. The SDFD requires approximately 100 days per year to complete the training/qualifications for the Agents and TFO's. The range shall be available Mon-Fri from 8:00am - 5:00pm, and nights/weekends as required and with advanced arrangements. SDFD will provide all weapons and ammunition. CLIN 0001 - Firearms Training Facility CLIN 1001 - Firearms Training Facility Option Period I CLIN 2001 - Firearms Training Facility Option Period II CLIN 3001 - Firearms Training Facility Option Period III CLIN 4001 - Firearms Training Facility Option Period IV The offerors shall provide prices for the base year, Option Period 1, Option Period II, Option Period III, and Option period IV. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-33. The provisions are 51.209-5(Apr 2010) Certification Regarding Responsibility Matters; 52.212-1(June 2008) Instructions to Offerors-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items; the offeror must submit a completed copy of the provision at 52.212-3(Aug 2009) Offeror Representations and Certifications-Commercial Items; 52.212-4(March 2009) Contract Terms and Conditions-Commercial Items; 52.212-5(Apr 2010) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable: 52.222-50, 52.233-3, 52.233-4, 52.225-13, 52.232-33. 52.217-8 (Nov 1999) Option To Extend Services (60 days); 52.217-9(Mar 2000) Option to Extend the Term of the Contract (60 days, 60 days, 60 months). All sources shall submit a proposal which will be evaluated. For the purpose of 52.212-2, evaluation will be based in order of importance: (1) Technically acceptable, (2) Past performance (3) Price will be evaluated on the basis of price realism and for reasonableness. All respondents will be considered by this agency. In accordance with FAR Part 15.306, the Government deserves the right to evaluate proposals and make award without discussions. Award will be made based on best value to the Government. Quotes shall include the Taxpayer Identification Number (TIN) and DUNS number. The deadline for all questions is 12:00 noon EST June 17, 2010. Questions & Answers will be posted as an amendment to the combined synopsis/solicitation.
