Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with THE CHARIOT GROUP INC, 3120 DENALI ST STE 1, ANCHORAGE, AK 99503-4000 to provide Video Conferencing equipment and installation at the Alaska Regional Office, Anchorage, AK 99501. Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. Justification for Non Competitive Acquisition Background: The Alaska Regional Office has deployed Video Conference Equipment toalll major conference rooms within the Alaska Regional Office, 240 W. 5th Avenue, Anchorage, AK 99501. At this time conference rooms 420A & B have not been upgraded to the control system. The control system equipment must be compatible with existing equipment already installed in the Regional Office. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition. Per FAR 6.302-1(a)(ii)(A) The Chariot Group in Anchorage, Alaska is the only available vendor that can provide the Polycom Video Conferencing Equipment as they are the only authorized reseller of this equipment in Anchorage, Alaska. 2. Nature and description of the supplies or services required to meet the agency's needs.The work that will be completed is the purchase and installation of Polycom HDX 7002 Video Conferencing Equipment in each room as well as a Sharp Aquos LC52D64U in each room with video conferencing controls that will fully integrate to the Alaska Regional Office's video conferencing system. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.). The Chariot group has installed all prior video conferencing equipment in the Alaska Regional Office and is the only authorized reseller of the needed Polycom video conferencing equipment needed that will fully integrate with the existing Alaska Regional Office video conferencing system. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Tests with Polycom video equipment has shown the units be easy to install, upgrade and maintain. A call was placed to Polycom and they stated that the Chariot Group was their Authorized Polycom Vendor for Anchorage, AK. The Chariot Group has been maintaining existing equipment and has be the source of all past Polycom Equipment. 5. Any other facts supporting the use of other than full and open competition: It is very important that all of the Video Conference units be made by the same manufacturer. This will ensure compatibility and ease of configuration between all the deployed units. The ability to upgrade the units software on a regular basis is made easier when all of the equipment uses the same software. The ability to purchase a single service agreement to maintain all of the video units is far cheaper and easier than trying to purchase multiple maintenance agreements from several manufacturers and vendors. The Alaska Regions conference rooms are fully integrated with a single remote control system that is user friendly and easy to use. 6. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
