Description
This is the full solicitation for the purchase/installation of a new beacon light for the water tower on Grand Forks AFB STATEMENT OF WORK Purchase and install Rotating L-802A (military version) beacon on water tower on Grand Forks Air Force Base, North Dakota Technical Provisions 1. SCOPE OF WORK: 1.1. Work to Be Done: The work consists of furnishing all labor, equipment and materials to perform all work in strict accordance with these technical provisions. 1.2. Location: The site of the work is the water tower, Bldg 537, located at the northwest corner of the Eielson Street and Steen Blvd intersection. 2. PROJECT DESCRIPTION: Bidders shall submit a price for the installation of the new beacon and the new disconnect. The work to be performed includes but is not limited to the following: 2.1. Purchase one (1) 24" FAA compliant (military version) ECS-224M Rehabilitated, Refurbished and updated airfield rotating beacon. 120 volt unit to have the following: Belt driven, liquid filled lamp connector, Two (2) 36,000 lumen, 400 watt metal halide lamps, mounted in dual 24" drums. 15,000 hour typical lamp life (3-4 years), One (1) Clear split beam lens, One (1) Green lens, Thermally protected motor, Lamp pre-set at 5degrees above horizon/adjustable, 6RPM rotation, 18 flashes per minute, All stainless steel fasteners, Plated steel parts, Teflon coated wires, weatherproof aluminum housing painted bright aluminum, Winterization option required. Unit requires a two year warranty on all parts and one year warranty on labor. Spare parts package including 2 spare lamps, 1 spare ballast, 1 spare capacitor, 1spare trigger transformer, 1spare belt, 2 spare lamp fuses, 2 spare light fuses. Core charge is $7000.00 that will be returned to purchaser if returned to supplier in pre-arranged condition. 2.1.1. Purchase and install one (1) 240V no fused disconnect to power source on top of tower. Disconnect shall be within reaching distance of beacon. Disconnect and associated conduit shall be weatherproof. 2.1.2. Remove old rotating beacon from water tower. Install new rotating beacon using existing mounting base. Reconnect beacon to disconnect installed on electrical supply. Verify new beacon is operating according to Air Force operating instructions with airfield manager, Mr. Starkweather at 747-4360. 2.1.3. Government will allow the period of performance to be 60 days to accomplish site visit, purchase beacon and contract necessary equipment to complete job. Work schedule shall be presented to Contracting for approval no later than (14) days prior to beginning work. All equipment and materials are to be on site before contractor begins work. There will be a one day (1) on site period of performance once equipment and materials are on site. Work to be completed in the one day is removal of the old beacon. Install the new beacon and disconnect next to the beacon on the tower. Work can begin at 6:00AM (day break) and be completed by 9:00 PM (sunset) on the same day. Contractor is responsible to provide temporary military version airfield beacon at no cost to the government in the event that work is not completed within the time period allowed. 2.1.4. Contractor shall repair any damage incurred by his/her workforce or subcontractors to the work area at no cost to the government. Work area is to include the water tower, handrails on top of tower and the grounds that equipment used for the installation will be placed.
