Description
BRIEF DESCRIPTION OF REQUIREMENTThe National Park Service, Grand Canyon National Park (GRCA), has a requirement for farrier services. This requirement is being issued as a Request for Quote (RFQ) No. Q8221L0043. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed are those in effect through Federal Acquisition Circular (FAC) 2005-40. This solicitation is a total set-aside for small business. The NAICS code is 115210-Support Activities for Animal Production (Farriers) with an associated small business size standard of $7 million or less annual revenue. A firm, fixed price contract will be awarded for these commercial items on an "all or nothing" basis. DETAILS OF REQUIREMENTGrand Canyon National Park maintains between 25 and 36 mules (numbers subject to change according to program needs) for support of trail crew and other Inner Canyon operations. Services rendered are as follows:--4 Foot shoeing of mules scheduled with Trails supervision every 5 to 6 weeks.--4 Foot winter shoeing of mules scheduled with Trails supervision will be necessary for fall, winter and spring, weather conditions dependent. Generally, winter shoes will be placed mid-autumn, maintained/re-shod through the winter and replaced with summer shoes mid-spring.--Corrective shoes for mules as needed.--Update current mule shoe templates.--Maintain a full complement of mule shoe templates, to be stored on site.--Yearly training of livestock staff on basic foot care for mules including but not limited to tacking on shoes, 8 hours in length (a full-day training session), pre-scheduled with Trails Supervision. Facilities provided:--Work to be performed at Grand Canyon National Park's blacksmith facility.--Park can provide a forge, pneumatic hammer, anvil, existing shoe templates (to be updated).--All other tools, equipment and necessary components will be provided by the farrier. This includes but not limited to, shoes, Borium (tungsten carbide) for winter shoes, welder and all welding materials. In essence, the farrier will be fully self-sufficient. QUALIFICATIONS AND OTHER REQUIREMENTS--Farrier will have at a minimum Certified Journeyman Farrier certification from the American Farrier's Association, or certification from the Brotherhood of Working Farriers. Certification should be available upon request by the Contract Specialist for this requirement.--Farrier will complete each round of shoeing in a timely manner. In effect, each round of shoeing will take place within a 14 day period of time. --If an assistant is used, the hourly rate is to be no less than the prevailing minimum wage. HOW TO PROVIDE A QUOTEContractors bidding on this announcement are required to complete the SF18 Request for Quote for Q8219102101, included as a FedBizOpps attachment, as part of their quote. The SF18 must include the following information: company name, official point of contact, DUNS Number, full address, telephone and fax numbers, and email address. Prospective farriers should also include the average number of mules which can be shod in an 8-hour period of work on their SF18. Contractors must be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for award of government contracts. Payments will be made via electronic fund transfer (EFT) based on the banking information in the contractor's CCR record. No oral quotations will be accepted. All quotations must be signed by an authorized company official.
