Description
The Department of the Navy (DoN) is engaged in reducing the costs of acquiring commonly purchase furniture products by the application of a strategic sourcing solution. The DoN developed the acquisition strategy to enhance customer requirement fulfillment, improve the acquisition process, leverage department-wide purchasing power, and build vendor partnership. The Fleet and Industrial Supply Center Norfolk (FISCN), Norfolk, VA in conjunction with the Naval Supply Systems Command (NAVSUP), Mechanicsburg, PA is taking the lead to better manage DoN's acquisition processes for furniture. The DoN's objective for Spiral II of the Strategic Sourcing Initiative, based on the data received in Spiral I, is to recompete and establish multiple Blanket Purchase Agreements (BPAs) with General Service Administration (GSA) Federal Supply Schedule (FSS) contract holders from Multiple Award Schedule (MAS) 71 - Furniture. The SINs for which the BPAs will be solicited for are listed below: 71 1Packaged Offices 71 200Dormitory and Quarters Packaged Rooms 71 204Dormitory, Quarters and Residential Casegoods and Beds. Mattresses comply with applicable flammability requirements.71 301Complete Daycare, Preschool and Classroom Solutions 71 310Industrial and Institutional Furniture: Workbenches, Worktables, Warehouse Storage, and High Density Storage Cabinets, Modular Cabinets711 1Furniture Systems and Workstation Clusters 711 2Worksurfaces, Workstations, Computer Furniture and Accessories711 3Filing and Storage Cabinets, Shelves, Mobile Carts, Dollies, Racks & Accessories - 711 8Executive Office Furniture The Navy plans to award BPAs for each of the above SINs to vendors within the below regions: 1.East CONUS: All areas within the CONUS that are east of the Mississippi2.West CONUS: All areas within the CONUS that are West of the Mississippi3.OCONUS: All areas outside the CONUS The Navy will reserve the right to limit the number of BPAs due to the administrative burden and/or cost that would be associated with controlling the agreements. The FISCN, Norfolk Contracting Department intends to conduct this competition through GSA e-Buy. E-Buy is a simple online procurement tool that is designed to facilitate the request for and submission of quotes or proposals for commercial products, services, and solutions offered through GSA Federal Supply Schedules and Government-wide Acquisition Contracts (GWACs). Attached is a draft Request for Quote (RFQ)/Application which is intended to be posted to GSA e-Buy. Potential Vendors are encouraged to look through the RFQ/Application and provide positive and/or negative feedback as well questions relating to the RFQ/Application to the FISCN, Norfolk Contracting. Feedback and questions should be submitted to Andrew Hildebrandt, arthur.a.hildebrandt@navy.mil, and will be accepted until 4:00 PM Eastern Time on 15 June 2010. Be advised that individual questions and/or comments, received in response to this draft RFQ/Application will not receive individual responses. Rather, all questions/comments will be reviewed and taken into consideration in the issuance of the final, formal RFQ/Application. The RFQ/Application will be issued in or around June 2010. Potential offerors are hereby notified that the RFQ/application and subsequent documents will only be available through the GSA e-Buy system, https://www.ebuy.gsa.gov/advgsa/advantage/ebuy/start_page.do. By submitting an application, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the application. By submission of an application, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://ccr.edi.disa.mil. It is anticipated that the duration of the FSS BPAs will not exceed five years in length. The DoN intends to compete all FSS BPAs at the order level.
