Description
The United States Air Force, 88th Air Base Wing, Wright-Patterson AFB, Ohio 45433-5344 is preparing to solicit for a firm-fixed price contract for one programmable, computer controlled, Oxygen compatible heater, with controller and compatible 18-inch diameter spherical vacuum chamber, with ports and windows for PLD experiments. The contract line items will be firm-fixed price. Proposal equipment shall meet the requirements contained in the specifications below: 1. Quantity of one (1) programmable and rotatable radiative substrate heater a. Shall be a programmable, Oxygen compatible substrate heater, capable of 850° C maximum at the substrate susceptor at pressure between vacuum and 1 atmosphere of oxygen will be provided. The radiative heating element is a resistive coil with a maximum work temperature of 1050° C, facilitating 850° on the substrate carrier. b. Substrate carrier shall accommodate one 4-inch diameter substrate. Smaller size substrates can also be used, for example 10 mm X 10 mm. A custom substrate holder for smaller size shall be provided upon request. c. Must have a 19" rack-mounted Programmable Eurotherm auto tuning PID temperature controller and phase angle firing power supply will be provided. K-type thermocouple embedded in the heater coil provides the input signal for the temperature controller. d. Must have a shutter, mounted on a feed-through to protect the substrate during target pre-ablation/conditioning. e. Substrate must have rotation speeds up to 15 RPM. The 360° continuous substrate rotation is driven by a motor and can be controlled by computer. f. The Eurotherm temperature controller must be used to precisely control heater temperatures. This heater controller is integrated with the software and all heater functions are controlled through the system software. 2. Quantity of one (1) 18" Diameter Spherical Chamber w/ Knife Edge Ports must have the following characteristics: a. 8" Rotatable ePumping Port and Splinter Shield b. Two 6" Laser Ports, one UV Window (4" clear aperture), One 6" Blank Flange c. 8" Target Port, 10"/8" Adaptor, 8" Blank Flange d. One 8" Side View Port e. One 8" Blank Flange f. 2.75" Substrate View Port and Pyrex Window g. Spare 2.75" Ports and Blank Flanges h. One 4.5" CF Port for RHEED Gun i. One 6" CF Port for RHEED Screen j. Two 6" Ports Angled towards the Substrate 3. Quantity of one (1) Controller Card 4. Quantity of one (1) Servo Amplifier Delivery for this equipment should be 6-8 weeks after receipt of order (ARO). FOB Destination. We intend to award this contract sole source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a capability statement which shall be considered. The proposed source is Neocera, LLC, 10000 Virginia Manor Rd., Beltsville, MD 20705.
