Description
*NOTE: This is a pre-solicitation notice, not a solicitation. The solicitation HAS NOT yet been issued. Solicitation will not be issued until after June 11, 2010. Once issued, the solicitation will provide a closing date of 30 days after the issue date. RFP SPM1C1-10-R-0145 will be for the purchase of Fastener Tape, Hook, ACH NSN: 8470-01-506-6742 - Purchase Description CO/PD-05-04 Indefinite Delivery Type Contract with Base Term Plus four (4) one year term options. The Government intends to make a single award as will be explained in the resulting solicitation. The information is for solicitation: SPM1C1-10-R-0145 - Item 0001 Fastener Tape, Hook, ACH (NSN: 8470-01-506-6742) Purchase Description CO/PD-05-04 dated October 30, 2007- Base Year 454 minimum / AEQ 1,817 / 9,000 maximum. The first year term option, second year term option, third year term option and fourth year term option all have a quantity of 225 minimum / AEQ 1,817/ 2,271 maximum. THE SOLICITATION WILL BE ISSUED AS AN UNRESTRICTED PROCUREMENT. IT WILL BE POSTED ON DIBBS JUNE 11, 2010 AND WILL CLOSED ON JULY 12, 2010. IF THE SOLICITATION ISSUED DATE CHANGES THE CLOSING DATE WILL BE 30 DAYS LATER. Delivery locations: DDSP, New Cumberland Facility, Susquehanna, PA and DDJC, Defense Distribution Depot, San Joaquin Stockton, CA. Solicitation will be issued using negotiated method of procurement. Trade-off procedures apply: Product Demonstration Model, Past Performance/ Experience and Socioeconomic Consideration. Successful offeror will be awarded contract with base and mandatory options, therefore offeror must bid on base year, and all option years. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on http://www.dibbs.bsm.dla.mil/ after the June 11, 2010. IMPORTANT NOTE ON FOREIGN CONTENT The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or producer in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.6002-2 exceptions applies. Section 833 of the National Defense Authorization Act for Fiscal Year 2008 added language to 10U.S.C. 2533a requiring that all articles or items of "clothing", including the materials and components thereof, purchased by the Department of Defense be grown, reprocessed, reused, or produced in the United States, other than sensors, electronics, or other items added to, and not normally associated with, clothing (and the materials and components thereof).
