- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This acquisition is for a brand name product pursuant to FAR 13.106-1(b)(1). The TVA 1000B Toxic Vapor Analyzer and TVA 1000B Calibration Kit have been determined through multiple field tests and training exercises to meet the mission requirements of the USAFSAM/Occupational and Environmental Health Team. The TVA 1000B Toxic Vapor Analyzer and TVA 1000B Calibration Kit are listed on Allowance Standard 886H, as approved by AFMOA. Per AFI 41-209 procurement of items not listed on an approved Allowance Standard is prohibited. This procurement is for the following: Contract Line Item 0001 Two (2) Each Thermo Scientific TVA1000B Toxic Vapor Analyzer (Manufacturer Part Number 81040) To include: Sidepack, Standard Probe Assembly and Carrying Case Contract Line Item 0002 Two (2) Each Thermo Scientific TVA1000B Calibration Kit (Manufacturer Part Number CR012UH) The solicitation is a 100% small business set-aside. The NAICS Code is 423490, the size standard is 100 Employees. The contract type anticipated is firm-fixed price. A due date of offers will be 4:00 PM, Central Time, 14 June 2010. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Anticipated award date is within 30 days from receipt of proposals. The solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-41 (effective 13 May 2010) and Defense Federal Acquisition Regulation Supplement change notice 20100519. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items, applies. Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies. FAR 52.219-6, Notice of Total Small Business Set-Aside, applies. FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration; Wide Area Work Flow procedures also apply. DFARS 252.211-7003, Item Identification and Valuation, applies.
