- STATEMENT OF WORK This is a combined synopsis/solicitation prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35. The following provisions and clauses apply plus any addenda: FAR 52.212-1 Instructions to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications --Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; and 52.212-5 Contract terms and Conditions to Implement Statutes or Executive Orders - Commercial Items; 52.223-5 Pollution Prevention and Right-to-Know Information- Commercial Items; 52.225-14 Inconsistency Between English Version and Translation Of Contract- Commercial Items; 252.233-7001 Choice of Law(Overseas) – Commercial Items; 252.229-7000 Invoices Exclusive of Taxes or Duties – Commercial Items; 52.232-18 Availability of Funds(APR 1984) – Commercial Items. NAICS Code for this requirement is 423450. The U.S. Naval Hospital, Okinawa, Japan intends to negotiate a sole-source contract with Chiron Novartis Company Hong Kong for an annual Tigris Service Contract to include technical support through phone,e-mail or on site,service repair and maintenance,replacement parts. However, any firm that believes it can meet the requirements may give written notification to the Point of Contact (POC). Supporting documents must be furnished in sufficient detail, to demonstrate the contractor’s capability to provide and ability to comply with the requirements. Contractor must be registered in Central Contractor Registration. [Note: Lack of registration in the Central Contractor Registration will make a Contractor ineligible for award] Registration is available via the Internet at www.ccr.gov. Requirements are to begin Oct 2010 through September 30, 2011 and include the following schedule of supplies: CLIN 0001: SERVICE/PREVENTIVE MAINTENANCE REPAIR for CHIRON PROCLEIX TIGRIS ANALYZER SYSTEM for a period of 1 year. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement (including submission of descriptive literature); (2) Price. Quotes must be submitted to the POC no later than June 16, 2010 4:00 PM; Japan Standard Time. Quotes shall be submitted via e-mail in Word, Excel, or PDF format to the POC,Denzil D. Lawrence, at Denzil.Lawrence@med.navy.mil faxed to 011-81-989-92-8575. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, U.S. Naval Hospital, Okinawa, Japan will proceed with the sole source procurement.
