Description
The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD has a requirement for an electron paramagnetic resonance (EPR) spectrometer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. It will be the responsibility of the contractor to check the website for the issuance of any amendments/changes to the solicitation. Quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) incorporates all provisions and clauses in effect through Federal Acquisition Circular 05-41. The North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument, with a size standard of 750 employees. This proposed combined synopsis/solicitation is full and open. This RFQ is FOB Destination with delivery and acceptance at the Uniformed Services University of the Health Sciences. The Government requires the best commercial warranty offered to the general public and to the vendor's best customer. This requirement is for a firm fixed-priced purchase order for the following Contract Line Item Numbers (CLIN) outlined as follows: CLIN, Description, and Quantity. CLIN 0001 Electron Magnetic Resonance (EPR) Spectrometer Qty: 1 Point of Delivery: FOB Destination Location: Uniformed Services University of the Heath Sciences (USUHS) 4301 Jones Bridge Road Bethesda, MD 20814-4799 Minimum Specifications: •- Sensitivity level of 2000:1 signal-to-noise ratio for Weak Pitch reference sample •- Ability of direct quantifications of free radicals without a concentration standard •- Reference sample holder with marker •- Ability to provide alanine measurements directly comparable with similar results obtained with EPR spectrometers of the Bruker EMX series currently in use at the national standards laboratories (National Institute of Standards & Technology (NIST) and National Physical Laboratory (NPL)) •- Ability to measure at least 30 alanine pellets per hour •- Ultra-low-noise microwave bridge with auto frequency control (AFC) stability at least and output power at least 200 mW •- EPR software providing: •¨ Data acquisition in 1D and 2D modes •¨ Data analysis module capable of baseline correction, spectrum integration and differentiation, noise filtering, line fitting, absolute reference-free spin counting, P(1/2) analysis •¨ Graphical interface for data manipulation and analysis, such as amplitude measurement and normalization, g-factor measurement and normalization, interactive line shape analysis •¨ Data export/import in standard formats (BES3T, ESP import/export, ASCII, PostScript) •- Warranty: at least one year The Government will award to the responsible offeror whose offer conforms to the combined synopsis/solicitation, is most advantageous to the government, based on technical, price, and delivery. Offerors must provide specifications and/or literature documentation of the EPR spectrometer. To be eligible for contract award, a contractor must be registered with the Central Contractor Registration (CCR) database. For instructions on registering with the CCR, please see the CCR web site at http://www.ccr.gov. All offerors are required to submit a completed copy of the Federal Acquisition Regulations (FAR) Provision 52.212-3, Offeror Representations and Certifications - Commercial Item, with their offer.
