Description
REQUEST FOR INFORMATION: The National Park Service (NPS), Denver Service Center, Colorado is seeking to identify qualified firms interested in a multiple award Blanket Purchase Agreements (BPA). The anticipated BPA will provide for the performance of the following services: (1) Visitor use and impact measurement and monitoring, (2) Computer-based simulation modeling, including noise maps, (3) Studies to understand visitor perceptions to inform user capacity planning and management, (4) Data to support modeling, planning processes and management actions, (5) Economic Analysis.If in the best interest of the Government, it is anticipated that further contracting actions may be issued no later than 30 September 2010. BACKGROUND INFORMATION: The National Park System is required to address user/visitor capacities in a variety of National Environmental Policy Act (NEPA) mandated processes. Examples of these processes include general management plans, wild and scenic river plans, transportation improvement plans, and resource related management plans, etc. As a result, there is a need to conduct visitor use/recreation related research to inform these decisions outlined in such documents. In addition, subject matter representation can sometimes be requested beyond a reporting time frame on studies conducted by the contractor. Such studies are organized into four generic categories of interest including: (1) Visitor use and impact measurement and monitoring; (2) Computer-based simulation modeling of pedestrian and vehicle systems; (3) Studies to understand visitor perceptions in order to inform user capacity planning and management; (4) Expert witness/consultation services for planning processes and litigations. The contractor will be required to develop, implement, analyze, report, synthesize and present upon studies deemed necessary by the National Park Service. Moreover, the seamless integration of the studies described above is necessary in order to provide a comprehensive understanding of how travel systems behave under different conditions and how this affects visitors' experience. This requires the contractor to possess thorough knowledge of recreation management principles, visitor capacity, research methods, analysis and reporting mechanisms. SUBMITTAL/INFORMATION REQUESTED: 1-2 PAGE RESPONSE, TO INCLUDE: COMPANY'S NAME, DUNS, BUSINESS SIZE, SPECIALIZED EXPERIENCE/DISCIPLINES, CAPABILITIES RELEVANT TO WORK TO BE PERFORMED AND INCLUSIVE OF NPS-NEPA COMPLIANCE PROJECT S, POINT OF CONTACT NAME, PHONE, AND EMAIL. In addition, interested parties are encouraged to submit questions which will enable NPS to clarify the scope, as applicable. Interested parties will not be reimbursed by the Government for submittals. Please respond by 4:00pm MST on Friday, June 11, 2010 if you feel your firm possesses the capabilities to perform the services and would like to be considered for intended agreement.
