Description
THIS NOTICE IS PROIVDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE ENVIORNMENTAL SERVICES INDEFINITE DELIVERY IDEFINITE QUANTITY (IDIQ) CONTRACT NUMBER IBM09D0010 WITH TRC ENVIRONMENTAL, IBM09D0011 WITH MWH, AND IBM09D0012 WITH E2M. RECOVERY - During its preparation of an Environmental Assessment (EA) in 2008 for the proposed action to conduct flood control improvements along the Rio Grande Rectification Flood Control Project (FCP) located within El Paso and Hudspeth Counties, Texas the United States Section, International Boundary and Water Commission (USIBWC) coordinated with the Texas Historical Commission (THC) for Section 106 consultation. As a result, THC recommended a full intensive cultural survey for areas of potential impact. A Cultural Report (CR) was submitted for review in September 2009 to THC in response to the EA coordination. As a result of the coordination for the CR, THC provided comments that required further consultation from the THC reviewer for possible effects to the levee; a historically eligible and significant site. This statement of work (SOW) is transmitted to request support for this additional work effort as detailed herein. The proposed SOW includes continued Section 106 coordination with THC for for proposed slurry trench and floodwall with two reaches of the Rectification Project. The Contractor shall assume the lead for the USIBWC to Prepare, provide, submit, and coordinate all necessary documents as part of the Section 106 process. Each of these tasks will be carried out with the oversight and input of the USIBWC Contracting Officer (CO) and Contracting Officer's Representative (COR) for this requirement. The Contractor will provide overall project management and work coordination. Duties include project tracking and schedule oversight. Other duties include contract administration to provide timely invoices and progress reports. The Contractor shall also be required to participate in weekly update conference calls (the contractor shall also provide the call-in number and draft meeting agenda). Task 1: Archival/Architectural Research and Literature Review : The Contractor shall provide Archival Research and Literature Review Task 2: Report(s): Provide THC with necessary documentation for full review and consultation for the proposed action. Deliverables shall include consultation packages for the culverts, fencing and cameras
