Description
The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD has a requirement to upgrade two DBPA-1 Sensorium 24-channel portable Electroencephalograph ( EEG) amplifiers to be fielded by the Marine Corps operating forces to support the Test and Evaluation Phase of the Field-deployable, Integrated Neuropsychiatric Support System (FINSS). The systems will measure electroencephalograph and event-related brain activity after a traumatic brain injury. Since the EEG amplifiers use the latest technology further upgrades are now available to increase the efficiency and effectiveness with which data can be collected and interpreted. The upgrades to each system will include improvements to each unit's internal boards and further ruggedization to meet the Marine Corps expected off-site demands. In accordance with FAR Part 13.106-1(b)(1), USUHS intends to negotiate on a non-competitive basis with Sensorium, Inc. as the only responsible source that can provide the upgrades to the 24-channel EEG amplifiers. Sensorium, Inc. will provide a Field Acquisition System (Upgrades to DBPA-1) including: RFI input filtering, calibration switch circuit, stimulus response appliance, stimulus response circuit, tachistoscope filtering, and shared reference amplifier upgrade. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with the only source under the authority of FAR Part 13.106-1 is based on the following unique features of the amplifiers: 1) Bi-polar impedance matched differential input stage 2) Electrode impedance testing all inputs concurrently, presented on a 2d map; 3) Electrode impedance results data files 4) IEC-60601-1 BF compliance-medical grade power supplies 5) Bessel low pass filter 6) Transfer function linearization 7) 17 bit INL, + to -0.5 bits 8) Isolated Ethernet transfer to host computer 9) Synchronized and isolated 24 bit digital data logging with analog stream 10) 100K mating cycle input connectors 11) Programmable high pass, gain, impedance 12) Servo high pass filter for increased resolution and dynamic range 13) Multiple set-up default settings for ease of operation 14) Data engine formatting files in Matlab, binary, EMSE, EDF, and Excel 15) Post process filtering and real-time 16) Dynamically selectable data windows 17) Serial handshake with E-Prime and Presentation 18) Photodiode display logging option 19) Expansion to 144 channels 20) Stimulus display window This notice is not a request for competitive offers. Sources interested in responding to this requirement must be able to provide compelling evidence (ex. corporate experience, past performance) that they can provide the upgrades as specified. A determination by the Government not to compete this proposed requirement is at the sole discretion of the Government. This is not a Request for Quotation (RFQ).
