MARKET SURVEY N1023-10-0009 2 JUNE 2010 From: COMSC N1023 Subject: Heat Recovery Steam Generation System DESCRIPTION: This is a market survey for acquisition planning purposes, and no formal solicitation exists at this time. The Military Sealift Command (MSC) is soliciting input, with particular emphasis on Small Business (SB), 8(a), HUBZone and other socio-economic concerns, to determine the technical, administrative, management and financial capability of potential offerors to provide the type of system/equipment that meets MSC requirements given in the background provided below. Interested offerors must submit a brief but complete capability statement that demonstrates the capability to provide the necessary system/equipment capable of addressing the issues below for an evaluation no later than 11 June 2010. This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside is warranted. This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey. Background: The Military Sealift Command (MSC) is investigating the feasibility of design and installation of a heat recovery steam generation system to support all shipboard auxiliary steam demands on the T-AKR 310 class of ships. Currently, five Caterpillar 3608 Ships Service Diesel Generators (SSDG) are onboard, each with an independent exhaust that extends approximately 100 feet up the stack. Auxiliary steam is generated onboard by one of two oil-fired Clayton model EO-304-2 steam generators (300 boiler horsepower, operating pressure is 125-150 psig, net output at 100 psig from 60° F [15.6° C] feedwater is 8,645 lb/hr, equivalent output from and at 212° F [100° C] feedwater is 10,350 lb/hr). The majority of the auxiliary steam demand onboard comes from the distillers (Alfa Laval model DPU-2-36-C100), steam heating and cargo hold humidifiers, and various sludge/sump tank steam heating coils. MSC hopes to eliminate the need to operate either steam boiler. 2. Market Survey Response Instructions: Contractors are requested to provide options for generating steam equivalent to the output of one of the existing auxiliary steam boilers. Assume that the exhaust of any two or three SSDGs (each loaded to 60% of rated capacity) will be used as the heat source. Responses to this market survey shall use commercial off-the-shelf (COTS) solutions and should include a description of the recommended shipboard alteration/installation. In addition to the information requested above, interested parties shall furnish the following information: 1. Name of Organization 2. Telephone/Fax Number, Address, and Email address for the primary point of contact 3. Brief description of your organization's capabilities 4. Brief summary of organization's history relative to similar requirements 5. Small business standing (i.e. large or small business, specific category of small business) 6. An estimate of the labor necessary to meet this requirement with the associated estimated labor rates for each position. 7. Additional comments/questions about the specifics of this requirement.
