Description
The contractor shall furnish all depot level labor, facilities, special tooling, test equipment and materials for maintenance and overhaul of the T700 Fuel Control. INPUT NSNs: 2915-01-087-4376; 2915-01-105-5879; 2915-01-122-8992; 2915-01-171-3973; 2915-01-224-9248; 2915-01-325-8315; 2915-01-326-4223; 2915-01-326-4224; 2915-01-326-4225 OUTPUT NSN: 2915-01-325-8315 INPUT P/Ns: 4046T52G01; 4046T52G04; 4046T52G06; 4046T52G09; 4046T52G11; 5074T79G07; 5074T79G03; 5074T79G02; 5074T79G05 OUTPUT P/N: 5074T79G07 The proposed contractual action will be for a 5 year, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with a minimum quantity of 100 each and a maximum of 2040 each. This includes Foreign Military Sales (FMS) quantity of 340 each. This is a Critical Safety Item with a Depot Maintenance Work Requirement (DMWR) package 55-2915-340, dated 30 May 1983. This item is restricted to approved sources only. This is a commercial item. Authority cited is 10 U.S.C. 2304(c) (1) FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy this agencys requirement. The contractor shall furnish all depot level labor, facilities, tools, test equipment and materials for the maintenance, overhaul, and upgrade of the items. Depot Maintenance Work Requirement (DMWR) 55-2915-340 and all associated Maintenance Engineer Orders (MEOs) are adequate and available to support the overhaul of the subject item. However, this item has been identified as a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, national defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSIs can only be awarded to a source approved by the head of the design control activity. The only approved sources for this requirement are General Electric Company (CAGE 99207) Lynn, MA. Only General Electric Co. and Hamilton Sundstrand Corporation, Windsor Locks, CT 06096-1000 (CAGE 73030). Any competing contractor could not be familiar with the total design parameters, specific parts requirements and test processes etc., for the Fuel Control. This item has not been published in (CASL) because it was an unprogrammed requirement not reflected in the quarterly budget stratification. The Directorate for Material Management will include the item in the next revision of the CASL. Submit request(s) for source approval to: Commander, U.S. Army Aviation and Missile Command, ATTN: AMSAM-MMC-AV-S, Building 5309, Redstone Arsenal, AL 35898-5280. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective Embassies. No telephone requests for solicitation will be accepted.
