Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with General Dynamics, 60 Decibel Road, Suite 200, State College, PA 16801, for the purchase of X Band 7.90-8.40GHz, SSPA, Model PXB8S200LA-7X/C, antenna mount with integrated Block Upconverter, Model BUC 8000. Based on market research, it has been determined that only General Dynamics Satcom Technologies, X Band Solid State Power Amplifiers (SSPA) for satellite communication support can meet all requirements requested by the FBI. The FBI requires amplifiers that will: 1) provide X Band hub operations with 1:1 capability; 2) provide enhanced remote fleet capability in that the amplifier unit can be used with any FBI X Band remote terminal that requires more transmit EIRP to operate in a marginal or fringe area. Only the form factor of the General Dynamics amplifier will function in all FBI X Band terminals. Other brands of amplifiers are limited to hub antennas and unnecessarily double the logistic and maintenance support burden associated with the two hub antennas. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Margaret Einspahr, email address: meinspahr@fbiacademy.edu by Tuesday, June 8, 2010 (10:00 am Eastern). Emailed responses only will be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
