- Solicitation for The U.S. Department of Energy (DOE), Golden Field Office (GFO), located at 1617 Cole Boulevard, Golden, CO, Advisory & Assistance Services requirement for Engineering, Scientific & Technical Support Services (ESTSS). This solicitation is for a Performance-Based, Firm-Fixed-Price (FFP) with auxiliary Time & Material or Labor Hour line items, Indefinite-delivery indefinite-quantity (IDIQ) Commercial Services Contract with a twelve (12) month Base Year and four (4) Option Years. Task Orders issued will be FFP with Time and Material/Labor Hour task orders possible for less defined requirements. This solicitation is 100% 8(a) Competitive, Set-Aside, commercial service in accordance with Federal Acquisition Regulations (FAR) Part 19.805-1 and FAR Part 12. The contractor will be required to provide Project Engineering, Scientific support, Environmental Specialist support, Project Analysis, and Program Management services for support in the following areas: 1) Office of Commercialization and Project Management leveraging public and private research, development, and deployment investments, and provide leadership to reduce barriers to energy efficiency and renewable energy; 2) Energy Efficiency Programs in the form of: a) Energy Efficiency and Conservation Block Grants, b) Clean Cities, c) Buildings/Green Power, d) Federal Energy Management Program, e) State Energy Program, f) Weatherization Assistance Program, g) Industrial Technology Program; 3) Renewable Energy Programs: a) Biomass, b) Hydrogen, c) Wind and Water, d) Solar, e) Geothermal, f) Tribal Energy Program. The NAICS Code is 541330 Engineering Services (Contracts and Subcontracts for Engineering Services Awarded Under the National Energy Policy Act of 1992) with a size standard of $27 Million.
