- RECOVERY ACT - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA'S SPECIAL ITEM NUMBER 615-18, UTILIZING PROCEDURES PRESCRIBED IN FAR 8.4. The National Institute of Diabetes and Digestive and Kidney Diseases serves as the primary agency of the Federal Government responsible for research and research training and communication of research results to the medical community in the areas of diabetes and other metabolic and endocrine disorders; digestive and nutritional disorders; diseases of the kidney and urinary tract; and blood abnormalities. This mission is accomplished through a variety of extramural grant mechanisms which support nation wide research activities and through intramural research areas in the Institute Include: (1) diabetes, endocrinology and metabolic diseases; (2) kidney, urologic and hematologic diseases; and (3) digestive diseases and nutrition. The NIDDK is seeking Brand Name or Equal product to: BD FACSAria II TM (643184) Aira II Flow Cytomtr:3 LSR NearUV ACDU; (643799) ARIA XW4600 Workstation Bundle; (644778) 19-Inch NEC LCD 1990SXLCD Display and (642886) FACSARIA II Table Assembly. Requirements Fixed alignment flow cell for easy setup and optimal sensitivity and resolution, even at high speed sort settings; BD F ACSDiva Software and automatic QC and instrument performance tracking using Cytometer Setup and Tracking (CS&T) Software; Automatic calculation of the drop delay using BD AccuDrop Technology; Side stream and drop break-off windows within BD FACSDiva software; BD SweetSpot Technology enables automatic break-off monitoring and adjustment, and clog detection (in the event of a clog, tubes are protected from spray, sheath and deflection plates are turned off, and sample tube is lowered); 488 nm, 633 nm, and 375 nm lasers; 11 parameters: Forward Scatter, Side Scatter, 5 fluorescent detectors off 488 nm, 2 fluorescent detectors off 633 nm, and 2 fluorescent detectors off 375 nm; Fluidics cart: includes sheath, waste, and cleaning containers; Easy insert 70,85, 100, and optional 130-micron nozzle tips; Two way sorting into 12 x 75-mm, and 15 mL tubes and four-way sorting; into microtubes and 12 x 75-mm tubes; Sample injection chamber for various sample input tubes, including microtubes, 12 x 75-mm, and 15 mL tubes. Includes three sample agitation speeds and temperature control from 4C to 42C and Automated Cell Deposition Unit (ACDU) allows for multiwell plate and slide sorting, Optical filters to detect the following fluorophores: PE-Cy7, PE-Cy5.5, PE-TxRed, PerCP, PerCP-Cy5.5, PE, FITC, PI, APC-H7 and APC Hoechst (Blue), Hoechst (Red),DAPI, Cascade Blue, Pacific Blue, V450, Alexa 405, and Alexa 430. The "equal" items must meet the characteristics of the brand name item to be acceptable for award. Basis for Award: Offerors must provide descriptive literature or other material that demonstrates their offer meets the forgoing requirements. The contract will be awarded to the responsible offeror whose offer fully meets the requirements of the solicitation, provides the best value, with price and technical factors equally important in award evaluation. As stated in FAR 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. The solicitation issue date is May 24, 2010. Quotations are due on June 2, 2010. The solicitation will be a competitive acquisition based on a Firm Fixed Price (FFP) contract type. This opportunity is available only to vendors who are listed on the GSA Schedule SIN 615-18. Reference No. RFQ451374 is also applicable to this acquisition. The notice is provided for "information purposes only" under the American Recovery and Reinvestment Act of 2009.
