Description
FDA's Responses to Contractor Questions and Clarifications for Solicitation FDA-SOL-10-1069487 - Scientific Computing and IT Security Services for Center for Veterinary Medicine (CVM), Contractor Questions 1-20: 1. Section B.1 requests firm fixed price quotes by year. Sections B.2 and L.2.1 state that the Government intends to award a Firm Fixed Price Contract. Section L.5.2. states that cost quotes shall be based on your current contract labor rates, utilizing any and all available discounts. To which current contract is this referring? FDA'S RESPONSE: Federal Supply Schedules 2. Section L.1.1.b, Offeror Submission, directs offerors to "submit their proposal response via e-mail..." Section L.4.2.2 states, "Submissions must be provided in original (1) and one (1) copies..." Does the government require hard copy as well as electronic submission? FDA'S RESPONSE: No. 3. Are resumes included in the page count? FDA'S RESPONSE: Yes. 4.On the Fed Biz Opps site this solicitation is marked as a Small Business set-aside and on Form 1449 the Set-aside box does not reflect this. Please clarify. FDA'S RESPONSE: This is Small Business Set-aside. 5. On both Form 1449 and on Fed Biz Opps the submission time is stated as 2:00 pm EST. Within the solicitation on page 39 it states 9:00 am. Please clarify. FDA'S RESPONSE: Proposals are due on JUNE 14, 2010 AT 9:00 AM EST 6. Who is the current incumbent? Are they eligible to submit for this solicitation? FDA'S RESPONSE: Exeter Group Inc. Yes. 7. Will the currently active contract end after the quote date? When will it end? FDA'S RESPONSE: Contract has ended. 8. Are there any upgrades, installations, patches, or deployments that are required to be performed after hours? If so, will there be any overtime allocation? FDA'S RESPONSE: None of these activities are required to be performed after hours. 9. What equipment, software, and materials, referenced in Section B1, are to be provided by the contractor? FDA'S RESPONSE: None of the equipment, software or materials needs to be provided by the contractor. 10. What is the frequency and the location of the travel that is referenced in Section B1. FDA'S RESPONSE: Travel is likely to be very infrequent, if required at all, and if so it would be local. 11.In Section C4.2 is stated "(see Section 4D.1, Personnel Qualifications)", where can this information be found? FDA'S RESPONSE:Personnel Qualifications can be found in L.4.3 under Factor 1 Qualifications of Key Personnel. 12. What is the anticipated award date? FDA'S RESPONSE: 06/17/2010 13. What is the anticipated start date of the contract? FDA'S RESPONSE: 6/17/2010 14. Is this a new requirement or a continuation of an existing requirement? FDA'S RESPONSE: Existing Requirement 15. If a new requirement, can FDA provide information on the current incumbent? FDA'S RESPONSE: Exeter Group Inc. 16. Can FDA provide information on the current number of contractor FTEs supporting the effort to date? FDA'S RESPONSE: 1 FTE 17. Is there any clarification on the location of the work - which building specifically or multiple buildings? FDA'S RESPONSE: There is one main laboratory building in which the majority of the work would take place. There are perhaps a half-dozen outbuildings which also have a few laboratory instruments and computers in them, and the contractor would be responsible for the IT systems in those outbuildings as well. The outbuildings are several hundred yards from the main building. The contractor can walk in good weather or drive in inclement weather. However, in the past, scientific IT work in the outbuildings was pretty infrequent. The outbuildings have no address of their own. They are all considered part of 8401 Muirkirk Road. This is the mailing address. FDA Center for Veterinary Medicine 8401 Muirkirk Road Laurel, MD 20708 The outbuildings are associated with the animal research facility which is located at the FDA's Muirkirk Road Campus. The animal research facility's main laboratory building is known within FDA as "MOD2." Formally it is labeled as Building A. The outbuildings are named with other letters. 18. Could FDA clarify the page limitations for the volume response to be submitted? FDA'S RESPONSE: No limitation per volume, however total submission limitation is provided under paragraph L.4.2.2 19. Is FDA-SOL-10-1069487 a new requirement? If not, could you provide the vendor name and contract number? FDA'S RESPONSE: This is not a new requirement. The incumbent contractor is Exeter Group, Inc. 20. Are you able to provide if the requirement for the SCIENTIFIC COMPUTING AND IT SECURITY SERVICES FOR CENTER FOR VETERINARY MEDICINE (CVM) Solicitation # : FDA-SOL-10-1069487 is a follow on to any current contracts? If so, are you able to provide the contractor name, contract number, award date and value? FDA'S RESPONSE: This is a new award. The incumbent is: Exeter Group Inc., Contract # HHSF223200550440G, Award date: 09/12/2005, Value: $3,980,204. ______________________________________________________________________________ i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. (ii) The solicitation number is FDA-SOL-1069487. (iii)This solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-41. (iv)The associated North American Industrial Classification System (NAICS) code for this procurement is 541511 a business size standard of 25M. (v) The DHHS FDA Office of Acquisitions and Grants Services requires the following services for the following: SCIENTIFIC COMPUTING AND IT SECURITY SERVICES FOR CENTER FOR VETERINARY MEDICINE (CVM).
