Description
The Northeast Region of National Marine Fisheries under NOAA Fisheries Services in Gloucester MA., intends to award a purchase order to VEMCO LTD, Halifax, Nova Scotia, Canada for 20 VR2W Coded Acoustic Receivers( 69KHz) Lithium Tadiran 5930/F Batteries included. State of the art tags and tracking/detection equipment are needed to track sturgeon and along the East Coast of North America in support of studies conducted by sturgeon researchers to detect both shortnose and Atlantic sturgeon throughout their range and document important habitats and behaviors. Vemco Ltd. Has supplied anadromous fish researchers om the Nprtheast with acoustic tags and receiver equipment since 1996. Shortnose and Atlantic sturgeon tagging in other areas of the Northeast have been tagged with Vemco tags and one objective is to determine if these tagged fish are using several different rivers ( e.g. the Penobscot, Kennebec, Saco, Merrimack, Hudson and Delaware Rivers) and/or estuaries as part of their coastal migration. Existing tags and receivers deployed along the East Coast and in the rivers currently run on a 69 KHz frequency, Vemco is the only company that produces acoustic tags and acoustic receivers that run on a frequency of 69 KHz therefore making them compatible with the existing receivers and tags that are currently in use. To be considered interested parties must be able to demonstrate their ability to provide compatible tags. Firms must furnish detailed specifications and descriptions to demonstrate their capability to provide the product and satisfy the Government's needs. Capability information shall include, at a minimum, name, telephone numbers and address of concerns for which you have previously furnished this supply, and detailed narrative that describes the instrument and your ability to provide this supply as specified. Interested parties must respond within (15) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the only known source, Vemco Ltd. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. The NAICS code is 335999. The Government intends to solicit and negotiate with only one known source. However, all proposals received within 15 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Vemco Ltd., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
