- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-31. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number for this procurement is AG-91W8-S-10-0007 and is a Request for Quotation (RFQ). Submit written offers only; oral offers will not be accepted. Item must comply with FAR 52.211-6 Brand Name or Equal and must have the alike salient characteristics of the items stated below, to include technical documentation to support products being offered as equal items. If offering an equal product, offeror must complete the following: Manufacturer Name___________, Brand__________, make or model number________. If offering an equal product, offeror must include product literature, technical features, warranty provisions, and any training and/or installation that will be required. This is a combined synopsis/solicitation for the supply and delivery of the following item; Brand Name or Equal to the following: One (1) Caterpillar 299C Compact Track Loader; salient characteristics: •Engine gross power using SAEJ1995 shall be at least 94 hp (70kW) •Engine shall be Tier III compliant •Machine shall have heavy duty torsion axles to suspend each side of the undercarriage from the machine frame and be shock absorbing. •The machine should have an “air ride seat” •The machines must have a sealed and pressurized cab with climate control. •The machine shall be equipped with ROPS/FOPS protective structures rated to at least 5600Kg. •Ergonomic, pilot hydraulic controls shall give operator precise control with minimum effort. •The track will be molded rubber with embedded steel bars and steel cables providing high tensile strength to reduce the stretch in the track. •Minimum ground clearance will be no less than 9.1 inches (231 mm). •The machine will have a single hydraulically operated joystick that controls the forward/reverse and steering directions. •The standard pump flow of the machine shall be at least 22 gal/min, (83 L/min) with a minimum horse power of 42.8 hp (31.9 kW) and a hydraulic tank capacity of 11 gallons (42 liters) •Machine will have universal coupler interface to easily change work tools. •Machine ground pressure will not exceed 4.3 PSI (29.6 kPa). This acquisition is unrestricted. The Northern American Industry Classification System (NAICS) code is 423820 and the size standard is 100 employees. A firm-fixed price purchase order will be issued. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. DESCRIPTION: This solicitation is for supply and delivery of one (1) Caterpillar 299C Compact Track Loader or equivalent, for the Goosenest Ranger Station, Klamath National Forest, Siskiyou County, California. DELIVERY– Estimated order date of this project is June 18, 2010. A two-week notice of delivery is required. A delivery schedule will be agreed upon at award and delivery shall be completed before August 18, 2010. Tractor shall be delivered FOB DESTINATION to Goosenest Ranger Station, 37805 Highway 97, Macdoel, CA 96058. EVALUATION FACTORS. The Government will award the contract to that responsible vendor whose quotation, conforming to the combined synopsis/solicitation, will be most advantageous to the Government, considering price and the price-related factors described below. Factor One - Price Factor Two - Vendor's availability to perform and deliver tractor by specified date Factor Three – Vendor’s applicable past performance and experience Price and non price evaluation criteria are equal. In addition to pricing, the vendor shall submit information on their ability to supply the tractor and a proposed delivery schedule. Offerors should furnish a reasonable number of references for past performance. The Government may contact references to inquire: (1) that the offeror was capable, efficient, and effective; (2) the offeror's performance conformed to the terms and conditions of its contract (specifications); (3) finished within the contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. Past performance information that will be considered is not limited to the references provided by the offeror. The following addenda is provided to this provision: Paragraph (b), entitled "Submission of Offers", Request for Quotation should be submitted and shall contain the following information: Solicitation Number; Name; Address; Telephone Number of Offeror, Price; Any Discount Terms, Response to non-price evaluation factors and Acknowledgement of all Solicitation Amendments. Quotes must indicate quantity, unit price and total amount. Offers may be submitted via facsimile or mail.
