Description
This notice is issued by the Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) on behalf of the Department of Defense (DoD) Joint IED Defeat Organization. NAVEODTECHDIV is hereby posting a Request for Information (RFI) to solicit responses from interested parties for dismounted Counter Radio Controlled Improvised Explosive Device Electronics Warfare (CREW) systems performance improvements. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION FOR BID NOTICE. The document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. The Government has a desire to investigate system level hardware that will provide near term improved performance over current systems capabilities. Improved capabilities shall be defined as those that exceed the requirements defined in the CREW 3.1 specification. The overarching area of interest is reduction in system weight. Secondary areas of interest in priority order are reduction in system size, increase in system effectiveness range, and reduction/elimination of noise generated by system fans. Respondents shall address how improvements to secondary areas of interest affect system weight. The Government will also consider hardware that addresses unique operational or employment concepts. It is requested that white papers be submitted that fully describe the capabilities and/or performance improvements in as much detail as possible. It is requested that the white paper quantify the expected performance improvement and provide a reference for comparison (current system or specification reference). The proposed improvements should also describe and quantify the impact or effect to, or on, all other system parameters (i.e., whether this improvement results in a change in size, weight, protection zone, mission time, cost, form factor, etc). Based on the submissions, the Government may elect to conduct one-on-one discussions with Industry based on its analysis of the RFI responses, the quality of submission, and the level and specification of the information provided. This may include visits to contractor's facilities to assess first hand the validity of described capabilities. A laboratory demonstration at the contractor facility may also be requested. The purpose of the discussions/site visit will be to assess the validity of the vendor's assertions regarding improved performance. Those capabilities that show promise may be selected for additional testing at Government locations. The additional testing will be pursued outside of this RFI. Test results from closed loop or range testing will be releasable to DoD activities and JIEDDO staffs from Australia, Canada, and the United Kingdom. Please note the Government is under no obligation to conduct these sessions, nor is it liable for any costs or expenses incurred in replying to this RFI. The information provided in response to this RFI will be used to support on-going initiatives within DoD to analyze emerging requirements for dismounted CREW systems and ultimately may result in the Government developing and issuing a RFP for respondents. Response Date: Parties may begin submitting responses to this request for information immediately. Submissions are due by 1600 hours Eastern Daylight Time on 16 July 2010. Responses received after 16 July 2010, will be reviewed on six month intervals for the next two years. Final review of submissions will be conducted 30 July 2012.
