Description
SOLE SOURCE NOTICE.NASA/GRC has a requirement for continuation of progress and new developments under acurrent effort with Portland State University. In addition, it is underway to submit ajoint work for publication with AIAA Journal or Journal of Spacecraft and Rockets. It isalso planned to rename and release the FIT package to public in the form of a jointpresentation at an AIAA meeting followed by a journal publication in 2011.NASA/GRC intends to purchase the items/services from Portland State University. Underthe authority of NASA FAR Reference 13.106-1(b)(1), Portland State University is the onlyresponsible source that will satisfy NASA's requirement.In 2006, NASA/GRC issued an order to Portland State University to conduct a low-gravityfluid study based on the minimal surface energy of liquids. The successful outcome of that Phase 1 study led to the development and delivery of theFluid Interface Tool - a software tool that provides a user with a user-friendlyfront-end graphical user interface for implementing an algorithm based on the SurfaceEvolver code, which has been funded through a different follow-on order.Substantial progress was made this past year in development of the Fluid Interface Tool.Progress continues in developing a universal convergence scheme, an artificial velocitymethod for the fluid interface, file and script editors, pre-built geometries, andimplementation of a method to calculate centrifugal forces on the tank bases on userinput.NASA/GRC has determined that further development of the Fluid Interface Tool is warrantedand highly relevant to the Exploration program. Portland State University is uniquelyqualified to lead this development effort because of their experience in low-gravityfluid phenomena, experience in using the Surface Evolver code, and the very successfuldevelopment of the Fluid Interface Tool software product. They can build from theprevious Fluid Interface Tool product without having to repeat a significant amount ofdevelopment effort. Period of Performance: 6/5/2010 12/5/2010.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 6-1-10. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not]acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
