Description
This is a pre-solicitation notice issued in accordance with FAR 5.201 and FAR 5.201. It does not constitute a formal solicitation, Request for Proposal (RFP) or a promise to issue a formal solicitation, RFP or Broad Area Announcement (BAA). The primary purpose of this notice is to improve small business access to acquisition information and enhance competition. Responders are advised that the U.S. Government will not pay any cost incurred in response to this synopsis and all costs associated with responding will be solely at the interested parties' expense. Not responding to this synopsis does not preclude participation in any future and potential solicitation, or RFP. If a formal solicitation is released, it will be issued via the Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities (https: //www.fbo.gov) web site. It is the responsibility of the potential offerors to monitor these websites for any information that may pertain to this synopsis. The information provided in this synopsis is subject to change and is not binding on the Government. This requirement is for onsite and offsite technical support to the NGIC Signatures Division in its Measurement And Signature Intelligence (MASINT) areas of responsibility: collection, modeling, processing, analyzing, and dissemination of signatures. The Signatures Division produces and analyzes collected data to determine the signatures of foreign materiel primarily in the infrared, radar, acoustic, infrasonic, magnetic, electromagnetic, and seismic spectrums/modalities. Computer Aided Design (CAD) modeling and predictive codes are also used as a source for determining signatures. Scientific and technical intelligence products are in the area of MASINT via ground systems, rotor systems, and munitions. The objective of this requirement is to procure support in three key areas. Staffing requires two Full Time Equivalent (FTE) covering the infrared and geophysical engineering support, another FTE covering the collection in electro-optic and geophysical (seismic, acoustics, magnetics, infrasonic, and electromagnetic emissions) collection, and a fourth FTE with responsibilities in CAD modeling and predictive codes in the infrared. Two additional personnel may be required to provide support in any of the above disciplines but mainly will provide support to Signatures Division in the functionality of web publisher, hardware/software interfacing, software programming, or engineering code programming. The following list of specific tasks represents the present work requirements of the Signatures Division but may not be totally inclusive of future needs. a.Collection Support in Electro-Optic Infrared and Geophysical Field Measurements. b.CAD Modeling/Predictive Code Support c.Processing Support d.Analysis Support e.Software Coding Support f.Electronic Web Publishing and Programming Support g.MASINT Collection Training Support h.Signatures Division Representation Support Contractor personnel are expected to reside on-site at NGIC when not on a collection mission. Certain tasks such as computer programming may take place at the Contractor's site as needed. Off-site collection missions are primarily performed at test ranges in the continental United States but may take place in countries that do not have well-developed medical facilities. Additionally, some collection activities require maneuvering over large vehicles while collecting measurements or documenting the target configuration and so the personnel assigned must be physically fit and in good health. The proposed contract vehicle will be a single-award Indefinite Delivery/ Indefinite Quantity (IDIQ) type contract with one base year and four option years. Specific tasks to be performed under this contract and their deliverables shall be specified by the individual orders. Sources must be able to work at the TOP SECRET//Sensitive Compartmented Information (SCI) level.
