Description
INSTALLATION OF RAINBOW TURF(or equal) RUBBER WALKING SURFACE(including excavation, site preparation, materials and installation) I. BACKGROUND The Timucuan Ecological and Historic Preserve, a unit of the National Park Service, is located within Duval and Nassau Counties in Northwest Florida. Kingsley Plantation is a historical site with the Preserve. The Kingsley Plantation has national and international significance in the interpretation of slavery and race relations in Spanish Florida and the United States. Kingsley is the oldest existing plantation in Florida and is on the historic Register. During the eighteenth and nineteenth centuries, many people came to Florida. Some, like Zephaniah Kingsley, sought to make their fortunes by obtaining land and establishing plantations. Others forced to come to Florida to work on those plantations, their labor providing wealth to the people who owned them. Some of the enslaved would later become free landowners, struggling to keep their footing in a dangerous time of shifting alliances and politics. All of these people played a part in the history of Kingsley Plantation. Kingsley Plantation symbolizes a time and a place in history. More than that, Kingsley Plantation represents people, free and enslaved, ordinary and extraordinary, and their efforts to survive in a changing land. The stories of these often-heroic people and their contributions to history can be explored at Kingsley Plantation. The National Park Service contracted an exhibit planning and design firm to design the park's indoor and outdoor exhibits. The final exhibit plan incorporates a pathway, gathering areas in an outdoor setting, which will be installed under this Task Order. II. PURPOSE The purpose of this contract is to install Rainbow Turf brand rubber walking surfaces (including excavation, site preparation, materials and installation) at Kingsley Plantation, Timucuan Ecological and Historic Preserve, located on Fort George Island at 11676 Palmetto Avenue, Jacksonville, Florida 32226. III. SCOPE OF WORK The project is divided into two phases for which itemized quotes should be submitted. The segments consist of approximately the following specifications: Phase 1 - Area 1: Interpretive Kiosk 1 to Barn and main parking lot660 Linear Feet and 5 feet wide, along with four landing areas of the following sizes:Kiosk 1 - 10' x 16'Kitchen House - 15' x 15'Barn - 6' x 9'Kiosk 2 - 10' x 16'Approximately 3900 square feet Phase 1 - Area 2:Interpretive Kiosk 1 to Boat Dock420 Linear Feet and 5 feet wide, along with one landing areas of the following size:Boat Dock - 22' x 40'Approximately 2900 square feet Phase 2:Main parking lot to slave cabins875 Linear Feet and 5 feet wide, along with two landing areas of the following sizes:Kiosk 3 - 12'x16'Tabby Exhibit - 12'x16'Approximately 4700 square feet SCOPE OF WORK GENERAL The work of this contract consists of site preparation; excavating up to 3" of top soil and debris on the trail. Smooth and compact the sub-surface to 90%+. Use Geo-Textile membrane fabric for weed-blocking and installed over the base material. Install and compact three inches of crushed stone or Aggregate Base Type 1 (21A). The Contractor will be required to provide all labor, supplies, equipment, and all materials necessary to: Install 1.5" of RT Jungle color mix RT Pour-in-Place rubber walking surface compacted to manufacturer recommendations. Note: All work to be performed under a single contract. Contractor will be required to complete all work within 60 calendar days after receipt of notice to proceed. The time stated for completion shall include final clean-up of the premises. Disposal of removed materials off site shall be the Contractor's responsibility. FIELD VERIFICATION Contractor must field verify all quantities and dimensions affecting the work under this contract before placing a bid, and must field verify all new and existing dimensions affecting the work of this contract before ordering products. CONSTRUCTION MATERIALS All materials, including borrow and aggregates, shall be contractor furnished from outside the park. DESIGN CRITERIA The Surface System shall have been marketed in the United States for at least ten (10) years. The installation of the Surfacing specified herein and indicated on the Drawings shall be performed by an organization who can furnish supporting evidence of rubber poured in place installation experience and who has regularly been engaged in this type of work on a full time basis for a period of not less than 10 years. The installation of the Surfacing shall be performed by Poured in Place applicators who upon request shall furnish evidence of approval by Rainbow Turf Products. The installation of the Surface shall be overseen by a factory authorized representative. Shock Absorbency: When tested in accordance with ASTM F-1292, Test Method F355, Procedure C (Metal Head form), the surface shall not impart to the head form upon impact, a peak deceleration exceeding 200 times the acceleration due to Gravity (200 G's). Drop height used in this test shall be at 4'. Successful attenuated testing passes must be documented a poured in place material depth of 1 ". Slip Resistance: Wet dynamic reading shall not be less than 40 when tested in accordance with ASTM E 303, using British Portable Skid Resistance Tester. Flammability: Minimum Critical radiant flux of 0.22 Watts/CM2 when tested in accordance with ASTM E 648. Particulate Rubber Particles must successfully pass ASTM standard CFR 1630 for flammability of carpet and rugs. JOB and SITE CONDITIONS Maintain manufacturer's current installation instructions at the job site at all times for surface material to be used on the Project. Proceed with work of this section only after substrate construction and penetrating work has been compacted to 90+% of dry density. Do not proceed with work during inclement weather. Comply with manufacturer's recommendations for application and curing under specific climatic conditions. Conditions of substrates with respect to structural performance shall be evaluated and approved by the applicator prior to applying the surfacing. At the time of application ambient air temperature shall be 40 Degrees Fahrenheit or greater and remain so for at least 7 days after installation is complete Adjacent Material and the Surfacing shall be protected by the customer during the installation process, while curing and while unattended from weather and other site related damaging. MATERIALS GENERAL: All material components of the Rainbow Turf safety surfacing shall be obtained from the same source. MATERIALS: Primer: Single component moisture cured polyurethane primer. Binder: An elastic polyurethane pre-polymer with minimal odor, excellent weathering and binding characteristics. The use of Stockmeier RT106 Urethane is specific to and required for this project. Supplier must receive written authorization prior to installing the product which verifies use supply of urethane specified for this project. No as equal urethane substitutions are permitted. Stockmeier RT 106 is supplied by Play Space Services, Inc. Rubber Buffing: Rainbow Turf colored rubber buffing is specified. Rainbow Turf consists of 100% recycled tire-buffing product that is colored by way and use of iron oxide pigments. Rainbow Turf colored rubber buffing material is sole sourced by Rainbow Turf Products. No as equal raw material substitutions is accepted. The body of loose-fill rubber mulch buffing consists of rubber particles ranging in size from 3/8" to 2" that meets or exceeds the following criteria: Rubber Buffing Material is Non-ToxicRubber Buffing Material is Anti-FungalRubber Buffing Material is Non-AbsorbentRubber Buffing to Avert Nesting of InsectsBuffing must be a Long-Strand Rubber Fiber ParticleRubber Buffing Material Passes Long-Strand Water Permeability per USTC Test ProcedureRubber Buffings Pass Accelerated U.V.
