- RFQ/SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center located in Honolulu, HI has a requirement for assistance with field trials aimed to compare standard fishing gear (the control) with an alternative fishing gear (eg, added metals to hooks), that are hypothesized to reduce captures of sea turtles or sharks in longline fishing gear. This requires the work be completed in a longline fishery in the Eastern Tropical Pacific (ETP) or the Mediterranean Sea, where incidence of sea turtle and shark captures is exceptionally high. This procurement is a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this procurement is 541690, size standard $7.0 million. A firm fixed price contract will be issued with period of performance commencing approximately June 18, 2010 thru September 30, 2011. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition estimated value not to exceed $100,000.00. The National Marine Fisheries Service, Pacific Islands Fisheries Science Center, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
